Diella was “born” on January 19, 2025, with the task of managing the “e-Albania” platform, which digitally offers over 1,200 public services to Albanian citizens. From completing school registration to filling out job applications, Diella can help. Since its inception, Diella has stamped 36,000 documents, increasing access to bureaucratic services.
On September 11, 2025, Prime Minister Edi Rama officially appointed Diella to a new role, Minister of Artificial Intelligence. Her appointment makes Diella responsible for Albania’s multibillion-dollar public procurement process, in which the Albanian government purchases goods and services from the private sector. Public procurement is a hotbed of government corruption in Albania: the country scored 42 out of 100 on the 2024 Corruption Perceptions Index, which rates countries on corruption in their public sector. By evaluating each tender, assessing its merits, and deciding whether or not to award a contract to the private firm seeking the tender, Diella is supposed to prevent corruption in public procurement, an issue that has plagued Rama’s government.
For Rama, Diella’s “incorruptibility” is a key mechanism for joining the EU by 2030, a major campaign promise of Rama’s that has been hampered by Albania’s decades-long struggle with corruption. In recent years, Albania has moved closer to EU membership, needing only to meet a final set of political criteria, the fundamentals, which include forms of public procurement.
Rama’s use of Diella as an anti-corruption measure has been touted as a revolutionary innovation. After all, Diella is the first artificial intelligence system to serve in a country’s cabinet. However, while Diella’s stated goal is to win favor with the EU by eliminating corruption and advancing the role of technology in government, her appointment acts more as a propaganda tool for Rama’s administration.
Ndërsa prania parlamentare e Diellës përhapet me njoftimin e fëmijëve të saj, Rama rrezikon të krijojë një entitet politik të pakontrolluar që mund të ndikojë në politikat qeveritare. Mungesa e mbikëqyrjes së Diellës, varësia nga firmat amerikane të teknologjisë, kërcënojnë të kompromentojnë rrugën e Shqipërisë drejt pranimit në BE dhe të rrezikojnë zhvillimin demokratik afatgjatë të vendit.
Diella përshkruhet si një grua e re me veshje tradicionale shqiptare, duke propaganduar dëshirën e partisë për të “eliminuar korrupsionin” si një detyrë kombëtare. Rama ka ngulitur nacionalizmin shqiptar brenda shfaqjes vizuale të Diellës për të sinjalizuar një identitet të unifikuar dhe tradicional shqiptar që i paraprin globalizimit, duke e arritur këtë në mënyrë paradoksale përmes një përdorimi të ri të inteligjencës artificiale.
Diella paraqitet si një forcë që ofron llogaridhënie për qeverinë e Shqipërisë, por asnjë mekanizëm politik nuk e mban përgjegjëse. Ajo nuk mund të shkarkohet; ajo nuk është reale. Prandaj, çfarë ndodh nëse ajo merr një vendim të dëmshëm? Modelet e inteligjencës artificiale gjithashtu paraqesin paragjykime bazuar në të dhënat e tyre të vendimmarrjes, dhe të dhënat e Diellës nuk janë zbuluar.
Modeli i Diellës është hartuar nga Agjencia Kombëtare e Shoqërisë së Informacionit ( AKSHI ) e Shqipërisë, e cila raporton drejtpërdrejt te Rama. Të dhënat e trajnimit të anshëm dhe zgjedhjet e tjera të dizajnit, si dhe mungesa e transparencës, e shndërrojnë Diellën në një mjet politik që ka të ngjarë të ulë llogaridhënien për Ramën, në vend që të ofrojë një burim neutraliteti si një aktor i pavarur.
Me inteligjencën artificiale në krye, çdo faj për korrupsionin në prokurimin publik mund të zhvendoset nga administrata e Ramës tek Diella.
Ndërsa Diella ngre shqetësime për privatësinë e të dhënave dhe errëson neutralitetin politik, ajo që dihet është se modeli i saj është ndërtuar duke përdorur teknologji të huaj, një tjetër sfidë për mbajtjen e Diellës përgjegjëse.
Diella funksionon në Microsoft Azure me modele OpenAI, të dyja platforma amerikane. Ndërsa AKSHI ofron të dhëna të Qeverisë shqiptare, vendimmarrja e Diellës përcaktohet nga teknologjia amerikane, duke e bërë atë të varur nga Shtetet e Bashkuara për të mbrojtur në mënyrë të përshtatshme informacionin e ndjeshëm.
Qeveria shqiptare nuk mund të monitorojë vendimet e këtyre firmave teknologjike amerikane në mënyrën që mund të monitorojë kompanitë shqiptare, pasi kompanitë teknologjike amerikane mbeten kryesisht jashtë fushëveprimit të qeverisë shqiptare.
Although Diella has been touted as an effective method for reducing corruption for EU membership, it does so by circumventing EU guidelines on artificial intelligence. The EU’s 2024 Artificial Intelligence Act outlines AI-related regulations that Albania currently does not follow, including the requirement to provide a summary of the content used to train Diella. Since Diella provides access to critical infrastructure, it is considered a “high-risk” system and must be overseen by an independent “competent national authority” that Albania has yet to establish.
Moreover, Diella’s newly announced “children” are an internal threat to effective democracy because they privilege Rama’s Socialist Party. Diella’s 83 “children” will serve as assistants, recording legislative sessions and offering policy suggestions. But only the 83 Socialist Party parliamentarians can have them, marking a clear party divide in which government officials can benefit from Diella’s help.
Diella, in her ministerial role, is a microcosm of Rama's contradictory policies regarding democracy and corruption in Albania. Rama has served as Albania's prime minister since 2013, winning re-election in 2025.
Before the election, he blocked TikTok on the grounds that it harms the mental health of young people – but this move, opposition leaders argued, was intended to silence dissent. Rama supports upholding the rule of law in Albania, an EU imperative. But his tactics of suppressing the opposition, including selective access for Diella’s babies, defy any democratic purpose.
For Rama, holding his party accountable risks losing the crucial support he needs to maintain a majority in Parliament, allowing him to be the sole governing prime minister. However, he can dismiss any opponents of Diella as opponents of his own fight against corruption, misrepresenting them as obstacles to Albania’s modernization. A crusade against corruption promoted through an innovative incorporation of Artificial Intelligence into government processes gives Rama both the EU support he needs and the shiny facade to cover up the suppression of his opponents.
Diella's Ministry of Artificial Intelligence appears to be another chapter in the history of corruption in Albania, not an answer to it.
