Because in his answer, Rama left open both variants that have been talked about so far about the tons of chemical substances that alarmed international organizations of environmentalists.

OPTION ONE, THE WASTE IS NOT HAZARDOUS

Since the papers at the customs "were stapled", Edi Rama burst into insults against those who asked him about the chemical substances and against those who asked for transparency on this matter. According to him, the scandal was invented by the sick minds affected by "psychopathologies", those who write "slander" and those who are guided by "malignant fantasy", which aims to "poison Albanians" through digital sources.

"Has hazardous waste been exported? According to the publicly disclosed data, in every statement and in every document submitted by private entities, as part of the export procedures, it is very clear that the export of the goods in question is not an export of hazardous waste", he said. the prime minister in parliament.

For Rama, it is enough that the goods analysis certificate shows that these "goods do not belong to the categories provided for in the International Maritime Code for Dangerous Goods" and therefore it is "illogical" to allude to the inaction of the port or maritime administration, an assumption that according to him, it comes from "the same polluting sources of political and media Tirana".

The truth is a little different. Initially, it was the Thai authorities that refused to accept in their territory the wastes sent from Albania, because contrary to what is stipulated in the international laws, the ships were sent without first receiving the approval of the host state.

The initial media report was made by the globally reputable US media outlet Bloomberg, which reported that 800 tonnes of waste being transported from Albania had been rejected by Thailand and was now being sent back.

Likewise, it was the international environmental organization "Basel International Network" that followed this issue with interest, raising strong suspicions that cargoes of chemical substances had been attempted to be trafficked to Asian countries in violation of international conventions.

Multiplying all this by zero, Rama accuses the opposition and the media in Albania that at least they have done some translation, while at most they have published some information of the prosecution's investigations and the full reactions of his ministers, of the environment and of transport.

THE SECOND OPTION, THE WASTE IS DANGEROUS BUT THE EXPORTER IS TO BLAME

In his public appearances, Edi Rama may have made dozens of remarks to remind the interviewer that he never speaks "as if". But in an effort to save the people responsible for the scandal of 800 tons of waste that are traveling to Durrës, he did this as well. Because it cannot guarantee that the waste was not dangerous.

"Even if these declared goods were dangerous, their transportation by sea is not at all prohibited, neither by national nor by international legislation", said the Prime Minister.

But in this case, there must be someone responsible. Because the two ships are expected to arrive in Durrës in September. Who will answer to the prosecution for the garbage that will be unloaded in Durrës?

The former director of the Port of Durres, Pirro Vengu, is now untouchable by the Durres prosecution. A few days after learning about the scandal, he was catapulted by Rama as Defense Minister. Being already a senior official, Vengu can only be investigated by SPAK, which does not have any investigation into this matter.

The German company "EMS Shipping and Trading GMBH" left the management concession of the eastern quay of the port of Durrës. Immediately after the scandal, he sold his shares to a Croatian company for a paid value of 13 million euros. The transaction had no economic logic, as long as the port will pass for the construction of Alabar palaces.

Under these conditions, the only one that remains to be invoiced is the transport company Sokolaj sh.pk. This was also done by Rama in his speech.

"In the event that the exporters committed any fraud, it is not the politicians and even less the windows and pots of political soup of Tirana that can separate the implementation of the law from its violation, but it is the law-enforcement investigative bodies, which as we always support them unconditionally, because for us they are institutions of justice, they are not according to appetite institutions of justice or criminal organizations at the same time and with whom we cooperate in any case, unconditionally", said Rama, denying the institutions' responsibilities state.

In short, Albania's borders are in the hands of exporters. If they traffic weapons, drugs or anything else, the state has no responsibility. The thing is, the waste scandal doesn't end there. The final destination of the two ships of the Maersk company that are traveling to Albania remains in question. Where will 800 tons of chemicals end up? Will they be accepted within the Albanian territory? Who will pay for their treatment? For these, the government cannot act as if it does not exist./Lapsi.al
