Prime Minister Edi Rama, through a letter addressed to President Donald Trump, confirms Albania's participation in the "Peace Board" for Gaza. Rama also informs President Trump that he will submit the procedure for approval to the Albanian Parliament, thus recalling the constitutional procedures.
" The Peace Board aims to be a concrete and effective instrument of global leadership, not simply a declarative forum, emphasizing the need for swift action, clear accountability, and commitment at the highest level for peacebuilding ," Rama emphasizes in his letter.
The commitment to the Peace Board comes with a financial bill. According to international media, a draft sent to about 60 countries by the US administration calls on members to contribute $1 billion in cash if they want their membership to last more than three years, according to a document seen by Reuters.
"Each member state shall serve for a term of no longer than three years from the entry into force of this Charter, renewable by the President, " the document, first reported by Bloomberg News, states.
So in short, Albania, to be one of the member countries of the Board, must pay the bill of 1 billion dollars, a decision that, referring to the path chosen by Edi Rama, will have to be approved by the Albanian Parliament.

Sali Berisha in the last elections used the Trump card in an attempt to win the elections, as with the change of administration in the US, from Democrats to Republicans, the opposition in Albania increased expectations in two aspects: the removal of the non grata status for Sali Berisha and his family, as well as the punishment of Edi Rama as a "friend of George Soros", who is considered among the "enemies" of President Trump.
Perhaps due to these opposition positions, Rama has chosen to pass the procedure and the bill in the Assembly, placing Berisha's DP in a difficult position: either accept and approve the 'Invitation' along with the bill, or oppose it.
If he comes out against it, this does not prevent Albania's participation in the "Peace Board", since Edi Rama has the votes in the Assembly to approve such agreements, it will simply give a weapon in the hands of the Prime Minister and the majority, to point the finger at who is against America, especially an administration like Trump's.
But if it approves or silently accepts, especially the cost of the bill, the opposition will find it difficult to talk tomorrow about "the country of the poorest citizens in Europe," as long as $1 billion will be paid to have a seat on the Peace Board.
This whole game, for which Edi Rama decided to include the Parliament, is taking place at a time when many European leaders have opposed the $1 billion payment. The first was Macron, then the Chancellor of Germany, Friedrich Merz, while Tony Blair, the former Prime Minister of the United Kingdom, has distanced himself from the president's demand that countries pay $1 billion for permanent membership.
Blair has refused to support the request for these funds, which is based on a draft charter for the new organization.
This stance is seen as another signal that the details of the "Peace Board" are causing opposition among US allies and partners to Trump's project.
If Trump sticks to the idea that members must pay $1 billion, perhaps many of the countries that have rushed to say “yes” may back out. But given the way Trump operates, it is not surprising that member states will enter into negotiations, both on the cost of the bill and on the method of payment.
