The Diaspora vote contract was 60% implemented, but the CEC paid 100% without investigation...

The Chairman of the Central Election Commission, Ilirjan Celibashi, publicly lied when he declared that the company “DHL International Albania” would not be paid without investigating the implementation of the contract for the distribution and return of the envelopes with the Diaspora votes. This statement was made after denunciations and film evidence proving that the company had not fulfilled the contract, failing to deliver about 40% of the envelopes and to return a significant part of them to Albania.

In complete contradiction to what he publicly stated, Celibashi has not conducted any administrative investigation and has continued payments to "DHL International Albania", as if the contract had been fully implemented and according to the foreseen destinations.

State Treasury documents prove that payments were made regularly, with the object of "postal service for electoral materials outside Albania", for the elections of May 11, 2025.

Payments made by the CEC to DHL

On September 29, 2025, Celibashi sent the invoice worth 557 million lek to the Treasury; payment was made on September 30.

On October 9, 2025, the invoice for 124 million lek was sent; payment was made on October 13.

On October 14, 2025, the invoice for 550 million lek was sent; payment was made on October 16.

On October 15, 2025, the invoice for 309 million lek was sent; payment was made on October 16.

On October 16, 2025, the invoice for 345 million lek was sent; payment was made on October 17.

On October 28, 2025, the invoice for 4.87 billion lek was sent; payment was made on October 29.

Up to this point, the payments made amount to 7.5 million euros including VAT. According to information available to "Pamfleti", Celibashi has sent 5 more invoices to the Treasury, with a total value of 3 billion lek including VAT, which finalize the full payment of the contract.

The contract was partially implemented, payment was made in full.

The service of sending and returning Diaspora voting envelopes has only been implemented to the extent of 60%. According to the law and public procurement practice, the CEC should have paid only for this volume of service provided.

Instead, Ilirjan Celibashi authorized the payment of 100% of the contract, raising serious suspicions of involvement in a corruption affair with the owner of "DHL International Albania", Qirjako Koçollari.

Based on the actual number of envelopes sent and the air freight fee, the real cost of the service was around 6.5 million euros. However, Celibashi set the contract value at 11 million euros including VAT, i.e. 4.5 million euros more, awarding the tender to the company without a competitive bidding process.

Four months ago, "Pamfleti" warned of the scheme pursued by Celibashi, with a simulated investigation and payments planned to be made in full by 2025. Treasury documents show that the warning was accurate.

This case raises serious questions about the integrity of the electoral process, the criminal liability of the head of the CEC, and the way in which public funds were used under the guise of the Diaspora vote./ Pamphlet
