The MP of the Freedom Party, Monika Kryemadhi, in an appearance for the media, published today other facts that, according to her, show the government's abuse in the case of the Tirana Incinerator.
She said publicly that the construction companies were forced to pay 60 million euros for the land. Among other things, Kryemadhi has released some drone footage that, according to her, proves these violations.
"The concession contract has provided for penalties for the private company, in case it did not fulfill its obligations. Penalties are calculated on a daily basis, in addition to the daily theft of public money given to the concessionaire, the decision of Edi Rama and the Albanian government to justify the concession contract has brought another economic damage to the state budget in the amount of 8.5 million Euros.
At the time when the Albanian government, when the municipality of Tirana, become very aggressive towards a citizen who does not pay a car fine, or the water and light obligations, for this million Euro concession contract of their friends, the government has chosen not to collect until now none of the penalties that the concessionaire had to pay. After the signing of the Tirana incinerator contract, Tirana Municipality took actions to compel all the builders in Tirana, that the soil produced by the construction, were obliged to deposit in the Tirana incinerator, against payment. This was also denounced by the chairman of the association of builders, in the parliamentary investigative committee. The investigations carried out by Kryemadhi for the incinerator of Tirana highlight how the incinerator of Tirana has benefited 60 million Euros from the construction companies for depositing soil, while the soil has been thrown outside the Landfill, without the construction permit," said Kryemadhi. .
For Kryemadhi, this constitutes two scandalous facts:
1. The municipality of Tirana has influenced through a criminal scheme, that private businesses connected to the municipality, as construction firms are connected from the first moment of obtaining the permit until the end of the works with the Municipality of Tirana, to send money to the account incinerator banks. Then, this money, if followed, may turn out to have been given by the incinerator on behalf of the directors of the municipality or government officials.
2. The incinerator of Tirana has received the payments, while the soils have been deposited outside the construction permit. The role of the concessionaire has been the benefit of the payments and not actually the deposit of the lands.

" This could have been done very well by SPAK, the Parliamentary Investigative Commission, the Supreme State Audit, the media, or any domestic or foreign institution, governmental or non-profit organization, whose object of activity is the fight against corruption and transparency . 15 Hectares is the map of deposits outside the territory of the landfill; so the incinerator has received so many payments from the construction companies that only with the deposits outside the border they have filled an area of 15 Hectares. Even the lakes have become land ," said Kryemadhi.
According to her, this incinerator is expected to cause a damage of 500 million euros to the state. "On the other hand, the Works Supervisor has informed that until March 31, 2023, the Tirana Incinerator Project is in total 1.75 years behind schedule.
BASED ON THIS REASONING, IT RESULTS THAT WE ARE UNDER THE CONDITIONS OF ARTICLE 36 OF LAW 125/2013 "ON CONCESSIONS AND PUBLIC-PRIVATE PARTNERSHIPS", since the concessionaire has not fulfilled the essential conditions of the concession contract, and as a result this contract must be terminated unilaterally by the contracting authority.
Responsible for this violation are the Contracting Authority, the Municipality of Tirana and the Albanian Government, as their actions for financing the concession contract on the one hand and their inaction in taking measures for the realization of the project have so far caused 5 million euros in damage economic and are expected to cause more than 500 million euros of economic damage to the Albanian state.", she said.
