
The Chairperson of the Health Commission Zheni Gjergji and the MP Albana Vokshi submitted today on behalf of the Parliamentary Group the request for the establishment of the Investigative Commission for the 4 concession contracts in the field of health.
The four public contracts in the health sector are estimated at a total value of 45.5 billion ALL or 450 million dollars. The audits carried out by the Supreme State Audit and SPAK investigations have shown violations of legal and by-laws, which rise to the level of criminal responsibility, both at the stage of selection and announcement of the winner, as well as during the implementation of these contracts. Precisely, with the aim of examining these practices, as well as evaluating the taking of the necessary measures, including legal interventions, the undersigned MPs request the establishment of a Parliamentary Commission of Inquiry for Public Contracts in the Health Sector.
On 10.04.2019, the Ministry of Health and Social Protection signed a public-private partnership contract for the provision of medical laboratory services, with the consortium "Laboratory Netëorks" sh.pk, which consists of the companies "Labofarma" sh.pk, " AB Laboratory Solution BV", and "EXALAB". This contract will have a 10-year duration from the date of commissioning of the last laboratory facility and is estimated to have a total cost of approximately 114 million dollars.
On 10.02.2016, the Ministry of Health and the company "DiaVita" sh.pk, have signed the concession contract for the hemodialysis service. This contract will have a 10-year term and is estimated at a total cost of 70 million euros. The history of the company that won this concession raised a lot of doubts, since not only did it not have any experience in the health sector, with a minimum capital of 100 thousand lek, but its owners' only experience in business was managing a modest coffee bar in the city of Berat. The data then published in the media would reveal that behind this contract was the owner of the American Hospital, the businessman Klodian Allajbeu, who through a company registered in the Netherlands would also become the beneficial owner of this concession contract.
On 10.12.2015, the Ministry of Health and the company "SaniService" sh.pk, signed the contract for the provision of integrated services for the supply of a personalized set of sterile surgical instruments, the supply of disposable sterile medical material in surgical rooms, waste treatment with biological risk and disinfection of surgical rooms. This contract will have a 10-year duration and is estimated at a total cost of around 100 million euros. So far, it turns out that about 8 billion ALL or 76 million euros have been paid for this contract.
On 07.01.2015, the Ministry of Health and the company "3P Life Logistic" sh.pk signed the contract for the package of basic medical check-up services for the 40-65 age group. This contract will have a 10-year duration and is estimated at a total cost of around 120 million euros. To date, it turns out that about 60 million euros have been paid for this contract.
