It also addresses other strategic issues, including energy diversification, cybersecurity, education, and the development of the Balkans' new leadership.
The document also emphasizes close cooperation with European institutions and international partners to ensure sustainable and fair development.
Congress emphasizes the need to continue sanctions policies against individuals who undermine democracy.
"Anti-corruption initiative"
The Congress calls for the establishment of national anti-corruption programs in each of the Western Balkan countries. The initiatives include technical support for judicial institutions and law enforcement bodies, as well as training to improve efficiency and transparency. It also aims to strengthen existing strategies to combat political and administrative corruption, including oversight of public procurement, information protection and cyber infrastructure. Independent media are considered an important partner in exposing corruption, and for this reason the Congress encourages the training of investigative journalists. “Corruption, including among key political leaders, continues to plague the Western Balkans and represents one of the greatest obstacles to further economic and political development in the region,” the document states, noting that corruption is particularly prevalent in autocratic or conflict-ridden environments.
The report also highlights that disinformation undermines the credibility of institutions and the integrity of electoral processes. The vulnerability of information technology increases security risks, so securing cyber networks is considered by the US Congress as an important national security priority.
"Promoting free trade"
Kongresi nënvizon rëndësinë e promovimit të tregtisë dhe investimeve të SHBA-së në rajon, mbështetjen e integrimit rajonal dhe forcimin e ekonomive të bazuara në treg të lirë. The Young Balkan Leaders Initiative aims to develop the capacities of young people in the fields of business, technology, public administration, and civil rights. The program includes training, scholarships, professional networks, and leadership centers to strengthen regional cooperation and prevent malign foreign influences. The Department of State, through "BOLD," a leadership program for young leaders in several Western Balkan countries, plays an important role in developing young leaders to improve civic engagement and economic development in Bosnia and Herzegovina, Serbia, and Montenegro. "BOLD" should be expanded, subject to the availability of funds, to the entire Western Balkan region. According to the Congressional document, the Secretary of State should further develop and implement BOLD, hereinafter referred to as the "Balkan Young Leaders Initiative", to promote educational and professional development for young leaders and professionals in the Western Balkans who have demonstrated a passion for contributing to the continued development of the Western Balkans region.
"Cybersecurity"
The document emphasizes the importance of US support for cybersecurity and ICT infrastructure in the region. According to Congress, it is necessary to protect Balkan countries from cyberattacks and disinformation, strengthen government capacities, and promote digital security as a key element of stability and democratic integration.
“Relations between Kosovo and Serbia”
Congress supports progress in normalizing relations between Kosovo and Serbia, encouraging strategic dialogue and joint investments. The United States does not support border changes and aims to promote pluralistic democracy and regional stability.
“Reporting on the malign influences of Russia and China”
The United States will monitor the political and economic influence of Russia and China in the region, identifying activities that undermine democratic institutions and regional security. The reports will include analysis of tactics, effectiveness, and means to neutralize malign influences.
