A preliminary American draft of a final peace plan between Serbia and Kosovo has arrived in Belgrade, with a deadline of late February for a response and an aim to announce the agreement in March. The document, similar in form to the plans for Ukraine and Gaza, provides for guarantees from the United States and Russia, while the European Union, the main actor in the Western Balkans, is excluded from the process. The development has alarmed Brussels and is expected to bring strong political reactions. Meanwhile, Belgrade has received the first signals, while silence prevails in Pristina, raising concerns that Kosovo could face an imposed process, without internal political preparations and without full European support.
The preliminary American draft for a final peace plan with Kosovo has arrived in Belgrade.
Diplomatic sources report that American diplomats have sent a draft, for which responses are expected by the end of February.
As is rumored, the process of forging a Serbia-Kosovo peace will begin in March, which could perhaps be announced even before an agreement on Ukraine.
The draft is learned to be formally identical to the plans for Gaza and Ukraine, consisting of 20 points and speaking of a final agreement between the parties, guaranteed by the United States and Russia.
As it is known, at least so far, the European Union, which is the main actor in the Western Balkans, the region's largest donor and a party to membership agreements with Serbia and Kosovo, appears to have been left out of the process.
Diplomatic sources stressed that this has concerned European countries and an urgent meeting of the European Commission is expected to be held in Brussels tomorrow, and the leaders of the main countries will communicate among themselves to determine a common position.
Meanwhile, the other worrying part is the fact that the draft has gone to Belgrade, while it is not yet known whether it has reached Kosovo, which has meanwhile been invited to the Peace Board by US President Donald Trump, who has also invited Vladimir Putin to this board.
As is known, the draft is accompanied by the message: read it, prepare yourself, take it or leave it.
Recently, Aleksandar Vučić has appeared "worried", declaring that "dark days are coming", making political theater in a situation where the chances are that he is not a decision-making actor, but only a spectator.
A week ago, Russian Foreign Minister Sergey Lavrov openly stated that he had asked the US to discuss the Balkans in addition to Ukraine.
Lavrov's stance, in all likelihood, was given with the approval of Vladimir Putin. Meanwhile, today he has harshly attacked the European Union, creating a diversion in relations with Washington.
"Europe is trying to sow discord between Russia and the United States," Lavrov was quoted as saying by TASS. "Europe is constantly aiming to put us and the United States in a constant clash. It has always done so, viewing American policy and President Trump with prejudice, as favoring Russia and to the detriment of European interests."
"The word 'interests' is particularly important here. When a country like Russia, together with our friends in China, the United Arab Emirates, India and other states, defends its interests, it is treated according to a European yardstick," Lavrov added.
Meanwhile, the first statements regarding this development have come from Belgrade. Dušan Janjić, a well-known Serbian journalist and commentator, mentioned the arrival of the American draft in a television interview, accusing his country's officials of hiding "like ostriches."

Për të gjithë ata që ju preket namuzi i Europës kam një pyetje: A ka BE një plan /B/ për konfliktet në disa pika të nxehta të globit, përfshi edhe Ballkanin? Plani /A/ dështoi me sukses. Apo BE nuk e parashikon që mosmarrëveshjet Serbi-Kosovë mund të shndërrohen në një konfllikt të armatosur në një rajon ku krimi dhe korrupsioni, diktojnë ? Apo pasuesit e Bismarkut dhe kuvendarët e Londrës akoma mendojnë se shqiptarët nuk janë të zot të vetqeverisen? Apo janë kundër strategjisë Tramp për zgjidhjen e konflikteve rajonale ndërshtetërore me bisedime dhe marrëveshje, me garanci të fuqive të mëdha? Nuk i pengon kush që të përfshihen.
Per zgjidhjen e dialogut te sterzgjatur Kosove-Serbi mjaftojne SHBA,BE dhe perfaqesuesit e Kosoves dhe te Serbise. Baza e dialogut te jete njohja reciproke e te dy shteteve,respektimi i te drejtave te pakicave te te dy shteteve ne nivel te njejte dhe sipas stadartit Europian. Cdo pretendim tjeter vetem e destabilizon rajonin dhe situaten sa here qe duan Serbet. SHBA dhe BE kane investuar per Lirine dhe Pavarsine e Kosoves dhe oer stabilitetin e rajonit. Kosova duhet te zbatoje praktikat me te mira Europiane per integrimin e Serbeve te Kosoves. Por edhe Serbet duhet te bejne te njejten gje per Shqiptaret e Lugines se Presheves.
Shqiptaret (keta te Shqiperise) kane patur kohen te mjaftueshme per te bere nje shtet serior, me ligje me gjithcka. Por nuk duan. Se jane race muti. E kane mendjen vetem tek bacja e tyre, si e si te vjedhin. Pa per shtet se rruajne fare! Gjithmone te humbur do dalim, historikisht.
