It has been a while since the Minister of Interior and the Director General of Police have not communicated with each other.
Today we do not have a ministry strategy against crime, or even a plan from the Director General. We only have an instinctive behavior with checkpoints like in the communist era.

Because he has nothing in his head, while his plan clashes with the General Director of the Police, who doesn't even ask him. For better or worse, Hoxha's predecessor, Taulant Balla, did not change the police leaders like Hoxha, but he had a plan, an idea that he addressed to the police.
