Minister of Health, Evis Sala, spoke about her challenges and priorities in leading the Albanian healthcare system, during an interview on Prime Minister Edi Rama's "Flasim" podcast.
Speaking about the management of healthcare structures, Evis Sala, the new minister of the "Rama 4" cabinet, says that hospital managers are not doctors, but the opposite can happen in those hospitals where certain services are provided.
"The real directors of hospitals are generally not doctors. If there is good cooperation with the heads of departments and services, there is no need for the director to be a doctor. It is better if he is not a doctor, this is for large hospitals. Smaller, more specialized hospitals can have the director be a doctor because he has that specialty, because the hospital is focused on a certain pathology," she said.
What are the things that need increased attention? The Minister explains that she has considered reforming the health insurance fund, but also paid special attention to the problems of oncology related to drugs. Sala says that she feels responsible for regulating the oncology treatment system, as well as full access to drugs for this service, according to a certain protocol.
"There are some main things that I have thought about. They are not things that can achieve the final effect in a year, because I see them as things that will have indicators that will be met after a few months, after a year... but the final effect will be in four years."
One of the main things is the reform of what is called the insurance fund, because we really need to regulate the way medicine is managed.
Medicine has a cost, it is free to citizens, but it is not free. Building a system that includes cost, includes insurance, transparency, is very important to have a health system that is then equal to results, because we need to move away from historical budgets.
"One of the other points, for which I have a kind of personal responsibility because I come from the field of cancer, from the field of oncology, and what is tangible to be honest, is oncological treatment, full access to oncological drugs, but with a certain protocol," she said.
