The Constitutional Court suspended the holding of partial elections in Tirana on November 9, following an appeal by Mayor Erion Veliaj, who was dismissed from office under the special care of Prime Minister Edi Rama.

The Constitutional Court has announced a public hearing on October 31st, and regardless of the decision, what is known for sure is that elections will not be held in Tirana on November 9th. According to the Electoral Code, the periods when local elections can be held are from April 15th to May 15th or from October 15th to November 15th.

The Code provides that the cases provided for in points 5, 6, 7 and 8 of Article 9 of this law are exceptions to this rule. And referring to each point of the Electoral Code, the case of Tirana is not provided for by any of them. So, practically and legally, the partial elections in Tirana will be held between April 15 and May 15, 2026.

Following the Constitutional Court's decision, the CEC announced that it had suspended preparations for the elections in Tirana, meaning that practically and technically, the institution organizing the elections will not have the capital in mind.

But what is striking is the fact that neither Edi Rama, Prime Minister and leader of the Socialist Party, nor Sali Berisha, leader of the Democratic Party, are stopping the campaign. The team mandated by Rama for Tirana continues meetings in support of Ogerta Manastirliu, the candidate who would represent the Socialists in the November 9 race if elections were held in Tirana. And likewise, Sali Berisha's mandates continue meetings with structures in support of Florjan Binaj, the independent candidate, who is aiming for the Municipality of Tirana.

The respective camps publish photos from the meetings every day, accompanied by messages of support, even with greater intensity.

The situation turns comical due to the fact that all attention is focused on Tirana, where after the Constitutional Court's decision there will be no elections on November 9, while the partial process continues in 5 other municipalities: Vlorë, Berat, Klos, Cërrik and Tepelena. All units controlled by Edi Rama's socialists, but with the exception of Vlorë where the Mayor resigned, in the others, they ran for MPs and handed over their mandates.

Despite the fact that the CEC has set November 1 as the day when the campaign starts, no one would stop Rama and Berisha, or their mandated ones, from doing what they are doing in Tirana in the units where the elections will be held on November 9. The parties have determined the candidates, the most organized socialists have started meetings in the field, while the Democrats and their allies, numbed by both the result of May 11, but also by the fact that they are supporting independents, seem to have 'surrendered' without entering the race.

Despite Berisha's public statements welcoming the Constitutional Court's decision, which in a way gave the opposition some breathing space by keeping the elections in the country's largest municipality in suspense, in practice, it seems that they are ignoring it.

And perhaps if it were up to them, Berisha and Rama, they would find the 'agreement' to hold the elections, paving the way for a new leader in Tirana, regardless of what his name will be. /Pamphlet/
