This weekend, as announced by the US State Department, a new list of Non-Grata in the Balkans is expected. In addition to Kosovo, North Macedonia, Bosnia, Serbia and Montenegro, there is also talk of a considerable number of sanctions from Albania.

The list reportedly includes politicians, businessmen, and well-known publishers, who are accused of major corruption and financing the destabilization of the region.

Just before the publication of this list, which is said to be explosive, Sali Berisha and Edi Rama have reached their fourth pact to remain in power.

Pact 4 has a series of clauses and a number of collaborators who have intervened and benefit from this agreement.

As it turns out, in this quagmire, that is, in the relationship between Berisha and Rama, there are the same oligarchs who have always benefited from public funds and concessions from this pact.

At the top is Bashkim Ulaj, a businessman close to Sali Berisha, who is also Edi Rama's closest client both when he headed the Tirana municipality and during his 12-year government.

On the eve of the publication of the new Non-Grata list, which could be shocking for the political elite in the country, Sali Berisha and Edi Rama have become so close that they are ready to approve any decision to stop the damage before the May 11 elections. On January 10, a senior State Department official told Voice of America that President Biden would release a new Non-Grata list.

In a letter to the US Congress, President Biden said he has decided to maintain the executive order on the Western Balkans, originally announced in 2001 and amended in 2003 and 2021. He made this decision in light of “violent extremist acts, obstructionist actions, and the situation in the Western Balkans, which impede progress toward effective and democratic governance and full integration into transatlantic institutions that continue to pose an unusual and extraordinary threat to US national security and foreign policy.”

The order was expanded with several elements, including “attempt, as a basis for determination” - while previously only the acts committed were provided for. New categories for sanctioning are also added, such as being a member of “a sanctioned entity”, the inclusion in sanctions of a network of persons who have common ownership or control with sanctioned persons, as well as the spouse or adult children of the designated person.

These new changes suggest that the US government has in mind certain individuals whom it is considering under the new measures.

The US government has intended to send them a strong message that they must change their approach or risk facing US sanctions.

Before January 20, logically within this week, the list is expected to be officially published by the US. A list that Edi Rama and Sali Berisha are also aware of, and that could bring about a political earthquake of great proportions.
