The anti-corruption spokesperson of the Democratic Party of Reestablishment, Genta Vangjeli, has accused the daughter of the wife of the head of the Government, Edi Rama, of winning tenders and public money without pretending to be the owner.
According to her, the Prime Minister's daughter-in-law participates and implements public tenders, without pretending to be a direct owner, connected to subjects and as a collaborator, benefiting from monetary values from them.
She also stated that Rama is in an open conflict of interest and the law has a clear stance on such cases.
"Edi Rama promised yesterday, in the long monologue with journalists, that his family members do not benefit from public contracts. This is completely untrue, as the documents extracted from public databases, which we are making available to the media, will prove.
At the beginning, we want to clarify that there are two ways in which Rea Xhillari, the Prime Minister's stepdaughter, participates and implements public tenders, without pretending to be a direct owner, but connected to subjects and as a collaborator, benefiting from monetary values from them.
First, through the commercial entity 51N4E, a Belgian company with branches in Albania as well, as you can see in the attached extract, received by the KKB, where it turns out that Rea Xhillari was part of the cooperating staff. This Belgian company, contacted in 2004 by Edi Rama, when he was mayor, has designed several towers in Tirana and Rama gave them the permits.
Secondly, through the company "I RI shpk" with initial owners GA with 50% of the shares, and the Belgian company 51N4E with 50% of the shares. So, in both cases, Ms. Xhillari is connected to the tenders through 51N4E, sometimes as a part of the company "I Ri shpk" and sometimes only through 51N4E, without being part of "I Ri shpk". We want to emphasize to the public an important element, which shows a lot about the implication of the prime minister's family members in schemes to benefit from public funds.
After the successive denunciations that were made by the chairman of the Democratic Party, Sali Berisha, and other representatives of the opposition, on April 28, 2023 (registered at the KKB on May 24, 2023), changes have taken place with the ownership of "I RI SHPK". Thus, the company related to Rea Xhillari left, and the other partner of the company, GA, became the owner of 100% of the shares.
We clarify that Rea Xhillari and GA are both persons involved in the Belgian company 51N4E.
Through "I RI shpk" 33 public payments for public contracts in the total value of 1.9 BILLION LEK have been obtained.
And with the other company 51N4E, registered in KKB as a branch company of the foreign one, public contracts have been awarded for the period 2014 - 2023 from the Municipality of Tirana, ADF, and the National Agency of Territorial Planning, 1 billion lek.
So, a total of 2.9 billion ALL of public funds have been benefited by the two companies partially connected to Rea Xhillari (I RI shpk and 514NE).
Note that the "explosion" of Mrs. Xhillari and the public funds that go in large sums to the companies connected with her happens, quite "by chance" after the arrival of Edi Rama in power.
The tenders for the daughter continue even though from time to time there is a 'tactical' withdrawal like the one we noted above. In the APP bulletin, dated October 30, 2023, i.e. three weeks ago, the notice of the winner was published for the procurement procedure, not open but WITH NEGOTIATION WITHOUT PUBLICATION, between ADF and 51N4E for the object: "Master plan of the sports complex of the stadium "Niko Dovana" and the development of the surrounding multifunctional area", with a value offered of 360.8 million ALL. The Municipality of Tirana, as the main institution that gives tenders to Rea, in addition to the above, in July 2020 launched the second phase of the international competition for the construction project of the new building of the Municipality of Tirana (to be built on the New Boulevard.
In the first place among the 10 design studios that were selected is the Project of the Belgian studio of Xaveer De Geyter XDGA and the Albanian "I RI" and the latter subject related to the family of KM as we explained above. Other projects for which the 2 entities related to Xhillar have been contracted are:
They are also winners of competitions for the construction of private towers, where the de facto chairman of the jury is the stepfather of the country, Edi Rama. Indeed, this honorable design studio is unmatched by any of its sisters, or perhaps the influence of KM and the collaboration with Xhillar make it so successful and give it such access to Albania.
Will it or not, Mr. Rama, these are the facts. His relatives are favored hands and feet in public funds and any denial is a rejection of stubborn facts. Edi Rama is in an open conflict of interest and the law has a clear stance on such cases. Edi Rama should have left the mandate, Edi Rama should leave the mandate" , declared Vangjeli.
