The Electoral Reform draft is approved. After many accusations, clashes and debates, the democrats and socialists came out today with a new draft, which eats up a lot of debate whether or not it is called Electoral Reform.

Damian Gjiknuri and Oerd Bylykbashi suddenly came out today with an agreed draft, which went to the Laws Committee in the afternoon, catching the deputies themselves by surprise. After 3 or 4 hours of discussions, the deputies approved the draft, which seems to bring two things. It claims to open the lists of candidates, but it does not. And it is also claimed that the Diaspora will vote, but in fact it will be very difficult.

The parties have agreed to open 70 percent of the lists, while 30 percent will be closed. The parties will submit two lists of candidates, a list with fixed names, i.e. a closed list and a list of open candidates. According to the proposal, only 30 percent of the total number of mandates in that district will be on the closed list. So, if we take Tirana, which has 34 deputies, each party will send 11 closed names, which will almost certainly win. Meanwhile, they will send a second list with 34 names, where there will be a ranking of who gets the most votes. Staying in Tirana, if a party gets 15 mandates, the first 11 names that have been announced as winners by the head of the party, will be joined by the other 4 with the most votes from the open list.

" The political party or electoral coalition, in the sense of Article 65, which is registered with the CEC as an electoral subject for the elections to the Assembly, files with the CEC for each electoral district, no later than 50 days before the date of the elections: a) the multi-name list of fixed of candidates; and b) the multi-name list of candidates subject to preferential voting.

2. The names in the multi-name fixed list of candidates of the electoral subject are presented in numerical order, starting with number one. For coalitions, next to the candidate's name is indicated which party the candidate belongs to. The total number of candidates on the fixed list is equal to the number of mandates for each constituency divided by three. In the event that this division does not result in a whole number of mandates, then in the event that the decimal point as a result of the division is equal to or greater than 0.5, the list is completed with the trailing whole number, while, when as a result of the division results in a decimal point smaller than 0.5, the fixed multinomial list of candidates is closed with the leading whole number ", the law states.

Meanwhile, the second element is the vote of the Diaspora. Under the proposal, immigrants will vote by mail. From the discussions in the committee, it was announced that a private postal service can be contracted.

However, there are some rules that can cause the vote to fail in a large part of it. Unlike resident citizens, who in the Albanian legal system have always automatically enjoyed the right to vote by virtue of being citizens, immigrants, if they want to vote remotely and not by appearing in person in Albania, will to have to make a separate registration in a separate register, where the registration will be valid only for one pair of elections.

However, the political parties have given themselves the right to further intervene in the process with other possible restrictions, during the examination in the so-called "regulatory institution".

So it seems like there is a discrimination between those who vote in and those who vote out. The latter must go through several steps. The draft will go to the plenary session for voting tomorrow. / Pamphlet
