Who are the MPs who abandoned the vote?
The Socialist Party failed to secure the 71 votes necessary to approve the draft decisions in today's parliamentary session.
Although it has 84 mandates, the SP ended today with 67 votes. As soon as the discussions were closed and preparations began to approve the agenda, the DP deputies withdrew from some of their initiatives and asked to be removed from the agenda.
Then the other points were continued, but as soon as the law "On the approval of the structure, organization and classification of salaries of part-time personnel recruited for the processing of election materials, of the Central Election Commission" was put to the vote, it was seen that the SP received 67 votes.
Then the Speaker of the Assembly, Niko Peleshi, intervened, interrupting the process with the argument that a procedural error had been made. According to him, the draft decisions should be voted on only after the discussion of all draft laws had been completed.
" There is an error. Draft decisions are voted on at the end, after the draft laws are discussed. The withdrawn draft laws are not three, but two. The draft law for an addition to the law on value added tax has not been withdrawn. This error will be corrected ," declared Peleshi from the session chair.
The Freedom Party deputies who were in the hall immediately reacted, claiming that the vote was interrupted because the majority did not have the necessary number of votes.
MP Agron Shehaj also accused the session leaders of manipulating the parliamentary process. "We see them in the voting. When you see that you don't have the votes, you interrupt it and say it was a mistake. Let's find out: did you interrupt the voting because the majority didn't have the votes? ", he declared.
Peleshi denied that the interruption was related to the numbers in the hall. “ The voting was not interrupted due to the number of members in the hall, because there are more than 70 deputies in the hall. It was a human error, as there was a draft law left undiscussed ,” he replied.
After the debates, the chairman of the Socialist Party parliamentary group, Taulant Balla, requested a few minutes' break. He stated that there had been uncertainty regarding the withdrawal of initiatives by the opposition.
" We were informed that the opposition has withdrawn from all initiatives. Blushi informs us that it has not withdrawn from the initiatives. We have no way of discussing the gentleman's initiative. Mr. Speaker, please clarify this for us ," said Balla.
According to data made public at the session, the following MPs and ministers were absent: Pirro Vengu, Albana Koçiu, Belind Balluku, Edi Rama, Toni Gogu, Elisa Spiropali, Ervin Demo, Majlinda Dhuka, Adea Pirdeni, Blendi Gonxhja, Damian Gjiknuri, Erjona Ismaili, Fatmir Xhafaj, Hatixhe Konomi, Ornaldo Rakipi, Eduard Shalsi, Tedi Mula and Saimir Hasalla .
During the recess, some of the absent MPs were called in and the SP managed to secure 72 votes, but thanks to the help of Tom Doshi's party. /Pamphlet
