Former prime minister Sali Berisha, as SPAK says, admitted today that it was the commander of Logistics in the Armed Forces, Vladimir Qirjazi, who blocked the privatization of the "Partizani" complex.
He listed several violations for the former commander, but in the end he said that it was the socialists who released him from the army.
"The use of the control order to block the privatization process by delinquents who were rewarded for this block by the mafia created in the Partizani club. The prime minister of Albania from 2005-08 has signed hundreds of control orders brought to him by the anti-corruption department.
Other orders were signed by the general secretary and the director of the department. In this particular case, I clarify that the department has started the control by order of the Prime Minister based on the complaint of the families who own the land, who accused corruption in blocking the process. The Support Command led by Vladimir Qirjazin was the main blocker.
Anyone who reads his accusations understands well that what he says himself proves that the Partizani club and its director ended up in no man's land. This was land without a master since 2000. It was not given to the owners. The order for privatization was issued in 2006. Vladimir Qirjazi issued an order in 2009 for the release of the facilities. Qirjazi was removed from the service by a socialist and not by us," he said.
In the SPAK file, it is stated that Sali Berisha, when he was prime minister, set up a control group in the commander's offices that blocked privatization. But in this control group was Ilir Kadiu, the cousin of Berisha's son-in-law and co-owner of the properties of the complex that was in the process. Berisha said he was not aware of this conflict of interest.
"Albi Malltez's cousin, Kadiu. I have no idea. Never ever. Because it wouldn't work. But there was zero consequence. The other inspector was also there. None of the findings have been challenged," he said.
