Prime Minister Edi Rama defended the public administration during his speech, emphasizing that, although he had initially had reservations, the experience of the "screening" process with the European Union had changed his conviction.
He admitted that he had doubts about the administration's ability to handle negotiations with the EU.
"I repeat, I have had reservations about the public administration and I have also been a victim of the same perception... but I was so reserved when I said we would open negotiations, but how will we, with this administration, cope with those sharks there who are beaten and have negotiated with countries much larger than us ," Rama said.
According to him, months of analytical screening process showed the opposite. “It took months of screening to see that the administration was not the problem, but the solution to a series of problems ,” he stated.
Rama also focused on the relationship with justice institutions, emphasizing that the majority does not intend to exert pressure, but to seek understanding.
"Our goal as the leading force of justice reform is not to exert pressure but to seek understanding for necessary things. No one has raised and will raise any claim that hinders investigations," he said.
The Prime Minister criticized the way some administration employees have been treated in investigative procedures. Rama stated that public administration employees have been put under pressure to admit to crimes they did not commit.
"It's a shame when it's packaged as an arrest request with some arguments that tell logic to shut up because I let you in... Labeling administration employees as if they were a criminal organization and spreading the news throughout Albania that there is nothing joyful on a holy day when the whole world stays at home with families," he said.
He added that "The rule of law is not illegal even for the biggest anti-criminals, not even for administration employees," raising concerns about calling and keeping employees on call for hours during working hours, even in situations of natural emergencies.
In conclusion, Rama emphasized that the public administration has proven its capacity in the face of the European integration process, describing it as an asset on the path towards EU membership.
