In a situation that shows a total lack of institutional coordination and a lack of respect for the local community, the Vlora Cadastre will officially close on February 1st and be transferred to Tirana. Ironically, the political delegate for the region, Bledi Çuçi, stated to the media that he was unaware of this decision, despite the fact that it was taken on January 23rd and bears the signature of the General Director of the Cadastre, Lorena Goxhobelli.
"I don't know, when? I have no official information," said Çuçi, clearly indicating that the institutions do not even communicate with political representatives on the ground.
The Vlora Cadastre, known for its serious legalization problems, property conflicts, and questionable construction, has been a hotbed of abuse and successive dismissals of directors for years. Currently, 55 employees still in Vlora will have to be transferred to Tirana, as the rest of the staff and the director have left since last year.
The decision is dated January 23, 2026, signed by the Director General of the Cadastre, Lorena Goxhobelli. This decision enters into force on February 1, when Vlora will no longer have a Cadastre.
