
The Parliamentary Committee on Legal Affairs and Public Administration has today announced for the second time the vacancy for the position of Ombudsman, opening a 20-day deadline for the submission of documentation by interested candidates. The decision was made only with the votes of the Socialist Party deputies, while 5 opposition representatives boycotted the process, calling it illegal and politically motivated.
According to the opposition, there is no need for a new announcement, since the vacancy was already announced in the previous legislature and the procedure should continue where it left off. In that session, the DP had requested the urgent inclusion in the agenda of the vote for the appointment of the new Ombudsman, proposing the candidacy of Besim Ndregjoni. The request was ignored by the majority and the matter remained pending.
The Chairman of the Laws Committee, Ulsi Manja, rejected the opposition's claims, saying that the signatures of support for previous candidacies are invalid, as some of the deputies of the previous legislature are no longer part of the Assembly. According to him, this makes it necessary to start the process from scratch.
On the other hand, this stance is interpreted as an attempt to control the appointment of an institutional figure who should be above the parties and guarantor of citizens' rights. We recall that Erinda Balanca completed her mandate in May 2022, but continued to hold office for more than three years due to the lack of an agreed replacement.
In addition to announcing the vacancy for the Ombudsman, the committee also approved by 13 votes the opening of the procedure to fill the vacancy in the Civil Service Oversight Commission. The opposition considers this further proof that the majority is usurping the institutions by controlling procedures and excluding dissenting voices.
