The Prime Minister of Kosovo, Albin Kurti, has spoken about the creation of the Association of Serbian Municipalities in Kosovo, giving in a certain way his vision for what the document in question should have.
Although he did not react directly to Edi Rama's statements, Kurti said that the agreement will be reached if there is compatibility in principle for his pillars.
Kurti, in today's plenary session, said that he cannot write the Association's statute and then ask for a compromise on it, without first agreeing on its principles.
"I can deepen this (the vision for the Association's statute), but deepening this implies compatibility in principle. So when we agree in principle, including those pillars that you mentioned that I have said in principle, then we can freely deepen the text. But we cannot write alternative texts between which an arithmetic average can be found without agreeing once in principle", said Kurti, answering the questions of PDK MP, Ariana Musliu-Shoshi.
He reiterated his disagreement with the draft of the Association's statute, drawn up by the former management team, which Kurti dismissed.
Kurti said that his presented vision is based on the Croatian model for national minorities.
"My government did not agree with the draft of the management team as it imitated in content and form the Republika Srpska in Bosnia and Herzegovina. Consequently, I have proposed a draft vision to implement article seven of the basic agreement and in relation to article 10, for which I have not received the approval of the other party first and then of official Brussels, which continues to consider this matter of open... From now on we can discuss within the Brussels dialogue the implementation of article seven of the agreement according to my vision presented in Brussels, which presents the letter and spirit of the Constitution of our Republic, the trans-Atlantic consensus of democratic values and liberal", he added.
Today, the prime minister of Albania, Edi Rama, has declared that he has submitted a draft statute of the Association of municipalities with a Serbian majority to the French president Emmanuel Macron and the German chancellor, Olaf Scholz. About this document, he said that he informed the president of the European Council and the Americans. Rama said that the draft was prepared by "the cream of the world's legal opinion" and according to him he expects that it will be valid to take the Kosovo-Serbia dialogue to another level.
