
American diplomat Christopher Hill continues this Wednesday, November 12, for the third day in a row, testifying in defense of former Kosovo President Hashim Thaçi at the Special Court in The Hague.
Hill, who was the US special envoy during the Kosovo war, was asked by the panel who was responsible in the KLA. According to Hill, this was the problem, as the Americans could not find a confirmed point of contact through which they could communicate about the future.
“Adem Demaçi was talking about his role in the KLA, but no one confirmed this to us,” Hill said, according to REL. “Our problem was that we didn’t have a point of contact with whom we could communicate about the future. Kosovo independence was more of a slogan. Everyone said that was the goal,” he added.
Later during his testimony in The Hague, Hill stated that he did not know who was issuing the KLA communiqués at the time, which also mentioned the names of leaders.
"We could not use the communiqués to define a basic hierarchical structure," said the diplomat, who was further asked about the political directorate of the KLA. He said that Thaçi was part of it, but he did not know who else was part of the structure.
"There were many people, who were not in the government, or in other American agencies, who were trying to learn who was leading the KLA. When new names came up, we were interested. One of these names was the public director. But we had to communicate this person," he said.
Christopher Hill also said that he had not heard that the political directorate was part of the KLA general staff.
"Our assumption was that the general staff was more of a military body and consisted of local commanders who had joined together at some point, and the political directorate was more of a body that dealt with the outside world," he said.
According to him, people within the political directorate were trying to consolidate their position, but there was no command structure.
"And the fact that we couldn't find a person speaking on behalf of others confirmed our suspicions," he added.
Let us recall the trial in The Hague against Hashim Thaçi, Kadri Veseli, Jakup Krasniqi and Rexhep Selim. They are accused of war crimes and crimes against humanity during the 1998-1999 war, when they were part of the Kosovo Liberation Army. All four deny the charges.
During his two days of testimony, Hill said that Thaçi did not lead the KLA and that he had not heard that he had ordered illegal activities.
