The Government of Kosovo has responded to the European Union, whose officials a day ago said that Kosovo has accepted in principle the Draft Statute of the Association.
Government officials said that the document has the status of a non-paper, for which they emphasized that it cannot be extracted from the package of the Basic Agreement and the Annex for its implementation.
The government has given the epithet of non-paper to the draft statute of the Association of municipalities with a Serbian majority, which was proposed by the European Union a year ago.
A day ago EU officials said that the document has been accepted in principle by Kosovo and insisted that the Association be formed based on it
The spokesperson of the Government, Përparim Kryeziu, told KOĖHA that the document is just one of many proposals.
" The draft statute of the EU does not have the signature of either the high representative of the EU, Borrell, nor his emissary, Lajçak, much less Prime Minister Kurti. The status of the draft statute is that of a non-paper, one of several proposals that have been made in the past years" , stated Kryeziu.
The Government insisted that the draft statute cannot be extracted from the package of the Basic Agreement and its Annex, which Prime Minister Albin Kurti has insisted must be signed by the Serbian side.
" Our positions and proposals always respect an order of things. Therefore, we cannot, one year after the October meeting of last year, in which our offer to sign the package was rejected, remove the EU draft statute from the package and discard the package of at least de facto mutual recognition ", he said. said the spokesperson of the Government.
According to Kryeziu, since there was no signature, there is no acceptance either.
" This is not the first time that Prime Minister Kurti's offers related to the implementation of Article 7 in conjunction with Article 10 of the Basic Agreement have been rejected. One such was also rejected in Ohrid in March 2023, when Prime Minister Kurti had expressed his readiness to draw up the draft statute of the Association of Municipalities with a Serbian Majority based on the decision of the Constitutional Court of 2015, the letter of the high representative of the EU, Mogherini , of 2015 and the published opinion of the US emissary, Escobar, and the adviser of the US Department of State, Chollet, in 2023. Our requests are always aimed at ensuring and guaranteeing the full and unconditional implementation of the agreed agreements. That is why we insist that the Basic Agreement and its implementation Annex be signed ," he said.
The request of the European Union for the Association to be formed on the proposed draft, by proceeding it for review in the Constitutional Court, is also included in the Report on Kosovo, published on Wednesday by the European Commission./ Koha.net
