The American analyst, Daniel Serwer, reacted after the Reuters report that British soldiers are guarding the border of Kosovo with 18-hour shifts.
Serwer welcomed this, until he added the question of why the EU, Great Britain and the US are not punishing the behavior of September 24.

British troops are patrolling the Kosovo-Serbia border as part of a NATO peacekeeping presence that is being strengthened amid concerns that the former wartime enemies could return to open conflict after a series of violent incidents in recent months.
The North Atlantic Treaty Organization sent hundreds of extra troops to Kosovo from Britain and Romania after a battle between Kosovo authorities and armed Serbs holed up in a monastery turned a quiet village in northern Kosovo into a war zone on 24 September.
A Kosovo policeman and three members of an armed terrorist group were killed in the village of Banjska, in what was seen as the worst incident since Kosovo declared independence from Serbia in 2008.
Kosovo accused Serbia of providing financial and practical support to the armed men, which Belgrade denies.
NATO has sent 1,000 additional troops to the region, bringing its presence to 4,500 peacekeepers from 27 countries.
