Former head of Serious Crimes, Eugen Beci, has spoken out regarding the legal aspect of the failure to clear up the case of January 21, 2011, where 4 protesters were killed.
According to Beci, this case shows a failure of the Albanian authorities to uncover the perpetrators of the murder of Aleks Nika. Beci stated that, from the Strasbourg Court's decision on Aleks Nika, a message was given to the Albanian state that they should regulate the law on the use of weapons.
" The more politics makes noise and interferes in the file, it is intimidated and becomes a big mess. The fact that today, even after 15 years, we are here, shows that the criminal investigation has failed to collect evidence and give the right accusations. Referring to the Supreme Court, it told the Special Prosecution that you will investigate the file, very late, but solved, while the Strasbourg Court, with the decision in the Nika case, managed to extract 2-3 important elements. It told the Albanian state that you must regulate the law on the use of firearms. Today we should have a complete legislation on the use of firearms. It shows a failure of the Albanian authorities to uncover the perpetrators of the murder of Aleks Nika. Strasbourg clearly says that it is a state crime.
In order not to justify them from a procedural point of view, in terms of delays, the lack of evidence has led to the case not being cleared. No one can be held responsible, only if the file is violated will they be held responsible as a professional error. In the event that a majority that has been in power for years holds a ceremony every year, you have all the executive organs to help justice in clearing up, but to wait 14 years and a family from Lezha manages to go to Strasbourg alone and win, the state appears only on January 21, when there is a ceremony. From a procedural point of view, they could have resolved it 5, 6, 7 years ago , "said Eugen Beci in 'Top Story'.
