The United Arab Emirates has alerted crime bosses living there. There are thousands of criminals from all over the world who have found "paradise" in Dubai. Among them there are dozens of Albanians, mostly well-known criminals. Albania has tried several times to extradite them, but it has failed.

The latest name that is being worked on to be extradited is Durim Bami. Known as "Nikla's fort", Bami has been detained in Dubai, as he has an arrest warrant from SPAK. He is accused of being a criminal group and being involved in several events, including the plan to kill former MP Arben Ndoka.

But good news comes for the Albanian authorities from the Arab Emirates. According to international reports , the Federal Law No. 39/2006 on Mutual Judicial Cooperation in Criminal Matters.

These amendments aim to increase the efficiency of international judicial cooperation, thus more trouble for foreigners who take refuge there.

One of the amended articles is Article 8, which deals with handing over the requested to the requesting authorities. Amendments to Article 8 now allow the approval of extradition requests for persons convicted of multiple crimes, punishable under the laws of the requesting states. But this flexibility depends on the fulfillment of all conditions defined by law.

Articles 15 and 16 have been amended to simplify the procedures related to the detention and arrest of wanted persons. Article 15 allows the detention of individuals for up to 60 days after receiving an arrest warrant from a foreign judicial authority, with provisions for release on specified bail or re-arrest if necessary. Article 16 authorizes immediate arrest upon receipt of surrender requests to prevent absconding, along with bail provisions, thus balancing individual rights.

Articles 33 and 34 have been amended to detail the procedural requirements and conditions for extradition requests. Article 33 specifies comprehensive requirements for extradition requests, including detailed descriptions, legal characterizations of crimes and certified translations of supporting documents sent through diplomatic channels. Article 34 allows the temporary detention of extradited persons in urgent cases pending completion of extradition documentation, ensuring fast and efficient judicial cooperation.

So it seems like there is some kind of freedom. On the other hand, the Albanian authorities are working to reach an extradition agreement, since there is currently none. It remains to be seen if all this will make the crime bosses flee from the "paradise" where they are living. / Pamphlet
