The shrinking of the population that was evidenced by the 2023 census has endangered the existence of some municipalities in the country. At least 5 of them have a significant decrease in the number of inhabitants below 5 thousand inhabitants, which has called into question the need to still be a municipality.

Pustec municipality in Korça District has the lowest number, with 1843 inhabitants, followed by Libohova in Gjirokastër District with 2765 inhabitants, Këlcyrës with 4400 inhabitants, Fushe-Arresit with 4878 inhabitants and Konispoli with 4898 inhabitants.

While from the 61 municipalities that the country has, 9 others have under administration a population of less than 10 thousand inhabitants.

For experts, this shrinking of the population, which has come as a result of migratory flows, must address a number of problems related to services.

Eduart Gjokutaj, economic expert:  'This contraction has come from their economic problems as well as to seek a better life and they are mainly migratory. It should be seen how the services of these small mini-municipalities have served as a whole in the various regions of the country.

According to Gjokutaj, the 2023 census has revealed the need for a new administrative division.
