Former deputy Alqi Blako has managed to escape prison in connection with the affair with the Elbasan incinerator. The Special Court declared him innocent today, making Blako only guilty of the Fier incinerator. In the meantime, the other persons at the top, Lefter Kokën, have been sentenced. The former minister was sentenced to 5.8 years in prison.
GJKKO also decided to revoke the right to exercise a public function for five years and confiscate the "Gjergj Kastrioti" canteen in the amount that he committed the corruption and the two companies "Silvi" and "Pivot".
The Special Prosecutor's Office demanded a 10-year prison sentence for the former Minister of the Environment. SPAK demanded the same punishment for administrators Klodian Zoto and Mirel Mërtiri. For the latter, the claim was accepted, but they benefit from the shortened trial. Zoto and Mërtiri were ultimately sentenced to 6.8 years in prison. Stela Gugallja was sentenced to 4.8 years in prison, while Pëllumb Abeshi was sentenced to 2.8 years in prison.
For the former secretary of the Ministry of Environment Alqi Blako, SPAK asked the court for a sentence of 4 years in prison on the charge of abuse of office and in the end a sentence of 2 years and 8 months in prison. But this charge was dropped. Even for the members of the bid evaluation commission, Serafin Papa, Bardhyl Çabiri and Jonida Zeqo, a sentence of 4 years in prison was requested. But they also benefit from summary judgment.
According to the prosecution, Lefter Koka in the capacity of the Minister of the Environment gave a concession and allowed the construction of the Elbasan incinerator, benefiting from 3.7 million euros in bribes from the company's administrators. While Alqi Blako, in cooperation with other officials, organized the procedure for the construction and granting of the incinerator's consent in violation of the law.
