When Altin Dumani took office as chief anti-corruption prosecutor in late 2022, many wondered whether he would have the courage to confront the deep-rooted corruption and organized crime that have plagued the country for decades.
Now that Dumani is leaving, Albanians wonder whether his successor will reach the standards he set.
In his three years at the helm of Albania’s Special Structure Against Corruption and Organized Crime, or SPAK, Dumani, 50, has helped restore public trust in the judicial system by holding some of the highest-ranking public officials accountable – from the leader of the opposition Democratic Party, former Albanian president and prime minister Sali Berisha, to Tirana mayor and close ally of Prime Minister Edi Rama, Erion Veliaj.
Duman's persistence has made him enemies in both main political camps. But he has been careful not to get involved in public controversy, giving only one television interview during his entire term.
With his term ending in December, expectations are rising about who will take over.
Political analyst Lutfi Dervishi said that Dumani will leave behind an extraordinary legacy.
“For years, there was an unwritten law in Albania: justice was a sword that cut across everyone except the highest levels of power,” he said. That changed, he said, “when Altin Dumani came to the helm of SPAK.”
“Two former presidents, a former prime minister, a former deputy prime minister and even the current mayor of Tirana were included in investigative files that, until yesterday, would have been considered taboo,” Dervishi told BIRN.
Afrim Krasniqi, director of the Albanian Institute for Political Studies, said that Dumani has set a standard.
“I think that whoever comes after Mr. Dumani will have the standard and will have the pressure to meet his standard, or exceed it, which means that he has already created a standard upon which investigations should be based and progressed.”
"We deal with the evidence"
SPAK was created in 2019 as part of a broad, Western-backed reform to clean up the corrupt justice system in NATO-member Albania, a reform that also led to the removal of hundreds of judges and prosecutors through a so-called "vetting" process.
Vetëm vitin e kaluar, SPAK njoftoi se kishte vënë nën hetim 33 ish-zyrtarë të lartë publikë, nga të cilët 19 u dërguan për gjykim.
Ata përfshijnë disa figura të fuqishme politike: Berisha, një figurë qendrore e politikës shqiptare që nga rënia e komunizmit në fillim të viteve 1990, është aktualisht në gjyq për korrupsion; një tjetër ish-president, Ilir Meta, dhe bashkëshortja e tij, ish-deputetja Monika Kryemadhi, po gjykohen gjithashtu për akuza korrupsioni, pastrimi parash dhe fshehje pasurie; ish-kryebashkiaku i Tiranës, Erion Veliaj, ndodhet në paraburgim për të njëjtat akuza; ndërsa ish-zv/kryeministri Arben Ahmetaj është në arrati për shkak të një hetimi për korrupsion dhe pastrim parash.
Berisha e quajti Dumanin “autor të krimeve të rënda kushtetuese”; pas arrestimit të Veliajt në shkurt, Rama tha se SPAK kishte nevojë për “kritikë konstruktive” dhe për “reformim”; ndërsa Meta e quajti Dumanin “kloun”.
Në intervistën e tij të vetme televizive, në dhjetor të vitit të kaluar, Dumani e hodhi poshtë kritikën:
“Pavarësisht akuzave, kemi dhënë prova se nuk kemi agjendë politike, apo grafik se sot do hetojmë një person të këtij subjekti politik, e nesër dikë të një subjekti tjetër politik”, tha ai. “Ne merremi me provat.”
“Reagimet e mia janë institucionale dhe jo emocionale”, shtoi Dumani.
Dervishi tha se Dumani e kishte lënë punën e tij të fliste vetë.
“Ndryshe nga shumë figura publike që e matin suksesin me klikime, Dumani zgjodhi heshtjen”, tha Dervishi për BIRN. “Vetëm një intervistë televizive në tre vjet – një rekord që në Shqipëri mund të interpretohet si mungesë dëshire për ekspozim. Ai ka refuzuar të bëhet një ‘hero’ në kuptimin folklorik të fjalës.”
Migen Qiraxhi, aktivist i organizatës Qëndresa Qytetare, tha se Dumani ishte “i paprekur nga zhurma mediatike apo përplasjet politike”, duke vendosur një shembull “që vendi ynë e ka dëshpërimisht të nevojshëm në çdo sektor të jetës publike”.
“Heshtja si filozofi pune, lënia e rezultateve të flasin më shumë se fjalët, është një model i jashtëzakonshëm në kohë kur imazhi dhe propaganda kanë pushtuar hapësirën ku jetojmë – një model që e ka shndërruar SPAK-un në institucionin më të besuar në Shqipëri, edhe pse nuk ka as një ‘zyrë shtypi’.”
Zhgënjim për “krimet zgjedhore”
Pavarësisht sukseseve, disa thonë se ka pasur edhe mangësi gjatë drejtimit të Dumanit.
Gentian Serjani, drejtues i organizatës për të drejtat e njeriut dhe demokracinë “Drejtësi Sociale”, shprehu keqardhje për mungesën e rezultateve sa i përket “krimeve zgjedhore”, duke iu referuar pretendimeve për parregullsi në zgjedhjet e fundit parlamentare në Shqipëri, të mbajtura në maj.
“Nga njëra anë, e vlerësoj integritetin, seriozitetin dhe frymën që ai krijoi te qytetarët lidhur me besimin se politikanët mund të vihen përpara drejtësisë”, tha Serjani për Dumanin. “Hetimet e kryera nën drejtimin e tij ringjallën shpresën se askush nuk është mbi ligjin.”
"But, on the other hand, I cannot help but express as a citizen my disappointment in the expectations I had regarding SPAK's role in preventing criminal acts in the 2025 elections," he told BIRN.
"Perhaps my expectations were higher than the real capabilities of this institution, especially considering the lack of credibility of the State Police and the obstacles that come from politics itself."
In January of this year, SPAK published a strategy to prevent electoral fraud, following repeated accusations of vote-buying, political pressure and other dishonest tactics that have accompanied election after election in Albania. But a section of society expressed disappointment at the lack of arrests that followed.
SPAK cannot face this battle alone, Krasniqi said, calling for "all structures that fight corruption" to be reformed. /BIRN/
