Backlog issues, Sadushi: Without timely evaluation, the system loses meritocracy
President of the Supreme Court, Sokol Sadushi

The President of the High Court, Sokol Sadushi, participated in the joint meeting of the High Judicial Council and the High Prosecutorial Council, where the focus was on the ethical-professional evaluation of magistrates and measures to reduce the backlog of cases.

In his speech, Sadushi emphasized that the evaluation process should not be seen as a formality, but as a key mechanism that directly impacts meritocracy, career, and the functioning of the justice system.

He underlined that timely evaluations have a direct impact on the appointments, promotions, transfers and movements of magistrates. According to him, delays in this process are not only an administrative problem, but also negatively affect the filling of vacancies, the functioning of courts and prosecutors' offices, as well as the reduction of the backlog.

Sadushi also emphasized that justice reform aims not only to establish new institutions, but also to change the way the system is self-governed, including promotion, control and accountability. In this context, he warned that new institutions should not repeat the problems of the past.

The Head of the Supreme Court also highlighted the delays in filling two vacant positions in this institution, emphasizing that the lack of judges reduces the decision-making capacity and hinders the pace of handling backlogged cases.

In conclusion, Sadushi called on the Supreme Court and the Supreme Administrative Court to treat ethical-professional assessment as a strategic priority, by drafting a concrete action plan with clear deadlines, measurable objectives, and transparency in reporting.
