SPAK has proven how Sali Berisha's son-in-law, Jamarbër Malltezi, under house arrest for corruption and money laundering, laundered and embezzled 5.4 million euros, as a false heir to about 113 m2 of land, solely through the robbery of the former Partizani Club.
SPAK files have shown with facts and evidence how the Berisha and Meta families have invested millions of euros in mansions, villas and businesses that they have embezzled from the finalization of corrupt affairs with public money and assets. Fatime Kryemadhi appeared with bags of euros in front of second-tier banks from 2008 to 2022, depositing the dirty money that her daughter Monika and son-in-law Ilir Meta gave her in the bank, who then used it for luxury and the purchase of wealth.
SPAK has proven how Sali Berisha's son-in-law, Jamarbër Malltezi, under house arrest for corruption and money laundering, only with the affair of the robbery of the former Partizani Club, has laundered and embezzled 5.4 million euros, as a false heir to about 113 m2 of land, expropriated once during the Italian occupation, but that Malltezi's father, when he was director of the Archives, is suspected of having destroyed the expropriation file.
However, even if he were the true heir to that land, Malltezi would never have become a shareholder in 19 palaces if he had not been Berisha's son-in-law, who put the state at the service of his son-in-law's business, practically his daughter's. They received permits to build on stolen properties and with dirty money from Edi Rama, Lulzim Basha and Erion Veliaj.
The Berisha family repeats the affair in Drilon
While SPAK continued its investigations into the affair with the former Partizani Club, Jamarbër Malltezi and Argita Berisha had set their sights on the protected area of Drilon in Pogradec, to build a complex of buildings, using Malltezi's partner, Fatmir Bekashti with the company Kontakt shpk, as a cover, under charges of corruption and money laundering for Malltezi's file with the former Partizani Club and for the file of Erion Veliaj.
Using Bektashi as camouflage, the Malltezi couple has forged property papers in a protected area, in Pogradec, through pressure, agreements, interventions, forgeries and blackmail against public officials. Prapaskena learns that the alleged owners of the property in Drilon were contacted by the Malltezi couple through their people, buying the properties, just as they operated in Porto Romano, where they bought properties from the residents of the area, then selling them to Damir Fazlliç several times more expensive, while Berisha then collected the government by increasing the value of the property.

Malltezi dhe Bektashi nisin shitjet
Kompania “Kontakt” e Fatmir Bektashit, me ortak Jamarbër Malltezin, të dy të pandehur për aferën “Partizani”, ka projektuar një kompleks me pallate në parkun e Drilonit në Pogradec.
Afër zonës ne vijën e parë në breg të Liqenit, Bekteshi dhe Jamarbri kanë vendosur një njoftim se do të ndërtojnë, teksa po vijojnë shitjen e apartamenteve edhe pse puna ende s’ka nisur dhe në Bashkinë Pogradec nuk kanë asnjë informacion.
AZHT: Kontakt nuk ka leje për pallatet në Drilon
Firma “Kontakt” e Fatmir Bektashit, me ortak Jamarbër Malltezin, nuk ka marrë zyrtarisht leje për të ndërtuar nga Këshilli Kombëtar i Territorit për projektin “Pyjet e Drilonit”. Agjencia e Zhvillimit të Territorit konfirmon se Fatmir Bektashi nuk e ka një leje ndërtimi dhe as zhvillimi në Pogradec. Po sipas AZHT, aplikimi mund të refuzohet nëse kompania nuk plotëson kushtet e përcaktuara nga neni 15 i VKM-së për “dhënien e lejes së ndërtimit”.
Sipas projektit, në këtë zonë do të ndërtohet një kompleks i madh me tre kulla të larta dhe disa të tjera më të ulëta që do të kenë njësi banimi dhe shërbimi.
Berisha presion Ramës për lejen
Sali Berisha vijon zhurmën për humbjen e thellë dhe të paralajmëruar të zgjedhjeve të 11 majit, duke denoncuar trena imagjinarë bullgarë dhe skema të tjera që ekzistojnë vetëm në mendjen e tij. Gjithashtu, Berisha vijon të paguajë shkrime në mediat amerikane duke nxirë Shqipërinë.

Malltezi-Betashi partners at Homeplan

But somewhere in a notary office in Tirana, documents not submitted to state institutions distribute dividends or record dividend payments to Jamarbër Malltez. The dividends are distributed based on an unregistered notarial contract at the National Business Center, in which Malltez is the owner of the company that took over the development of the property with 35%. He also bills the company Homeplan tens of thousands of euros for “consulting services.”
SPAK reveals how in the communications captured at the notary's office, the terms "consultancy fee" and "dividend" are used interchangeably. According to the prosecution, this "raises reasonable suspicion that this was done with the intention of obtaining from this citizen the benefits of the Homeplan company, despite the fact that he was not legally a partner of this company."
The prosecution also notes that in the company's documents, amounts of thousands or tens of thousands of euros are paid to Malltez, identifying him only by his initials, as well as "occasionally also with the words 'KP' or 'Kontribut Patriotik'." According to one of the witnesses questioned by the prosecution, it was not clear why the term 'patriotic contribution' was used, but it was obvious that this term was also used for payments to Malltez by Fatmir Bektashi.
For unknown reasons, the partners decided to make a new contract in 2014, which they officially filed with the National Business Center in 2018. In the contract, citizen Fatmir Bektashi sells, with the consent of his wife, 35% of the shares to Malltez for a nominal value of 35 thousand lek.
The prosecution notes the anomaly: by the end of 2013, the company had retained earnings of 362 million lek. With many towers under construction, the sale of 35% of its shares for 35 thousand lek seems unlikely. In fact, the prosecution suspects that the transaction served as a way to justify the transfer of money from the company to Malltezi, who is now suspected of being a shadow shareholder, although there is no evidence to suggest that he invested money in the company.
Such a fact was also admitted to the prosecution by Fatmir Bektashi, who said that Malltezi has always been part of the "Homeplan" company, "regardless of when things were reflected in the National Business Center."/ Prapaskena
