
Fiks Fare denounced on Tuesday evening the problems of citizens affected by the concession construction of the Thumanë-Kashar toll road.
Although the toll has been put into circulation and the company is collecting money from road users, dozens of residents of the village of Bërxullë in Tirana are wandering around the doors of institutions.
Kujtim Zeneli had a house in the process of being legalized. The company demolished it, as it was on the road. He didn't give him a single penny. He took over 1,000 square meters of property, which he had certified, and the state gave him 500,000 lek. The construction of the road also destroyed his access to the land, where he currently climbs through metal nets and canals to get to the 7,500 m2 property. But that's not all; the families whose houses were destroyed and did not receive compensation should be given a 3-year rental bonus by the state. Kujtim has not received a single penny!
"I went to Fiks Fare because I had a house on the route where the Thumanë - Kashar highway was built. The Gener 2 company demolished it. I had the house in the legalization process and they didn't give me anything. The house is fine, but I don't have a road to the land that I have with an ownership certificate. The road that went to the house and the land was cut off by the highway and now I have no way. They have built a wire fence and I go through that fence to get to the land. I have over 7 dunyas and no road. They didn't even take it into consideration. I go to the Unit and they tell me there is a contract, we will do it at the company now and then and nothing," Kujtimi claims.
Fiks Fare's group, together with Kujtim, follow the same route to the property. It is on the edge of the Thumanë - Kashar highway, where he passes next to a canal. He has pliers with him to open the wire mesh. "Here, I have everything with documents. I have no road. Neither the company nor the state, nothing. Wherever I enter, I can't from the air. They will take measures," he claims.
Together with Kujtim, Fiksi also goes to the Bërxulë Administrative Unit, where they meet the administrator Gjezos Koni. The administrator also acknowledges the problem, saying that he has made several requests to the company, which has it in the project to open the road. "They have it in the project, the road should be opened by the Gener 2 company. They have it in the project, but they have changed several engineers, sometimes they say yes, sometimes maybe and so far nothing has happened. We have sent letters, but they have not acted. Now an engineer Ramadan has come and says he will look into it. We have also told him verbally, but they are still dragging it out," says the administrator.
Fiksi calls the Gener 2 engineer, Ramadan Bunçi. Ramadani says that they have in the project that the concessionaire of the Thumanë – Kashar road should open the roads, but he is the implementing engineer. He says that he has been on that job for several months and will verify the name of the complainant. “Come tomorrow at 09.00 and I will take the lawyer with me to take a closer look,” says the engineer.
The next day, Fiksi goes back to the Bërxulë Administrative Unit, where they meet the engineer and the lawyer of the concessionaire company. The citizen, the administrator and the mayor were also at the meeting. They debate the route, the engineer now changes his position and says that "there is no project". According to him, they are ready to intervene if there is an agreement between the residents. The lawyer of Gener 2 says that there are two possibilities; either an agreement with the residents, or a project from the beginning of the ARA, to go to the KKT, to be done by GENER 2 or some other company.
Fiksi informs them that, the engineer said differently and now it's different, as they claim that all phases have been completed, from expropriation, connecting roads and now in use. The journalists ask the lawyer and the engineer if the project was a mistake, since the mayor says that there are 17 families who don't have a road. He replies that "we are not a ministry and we are not the state, we are the implementers of that contract".
In the end, they agree that the Gener 2 company will install some pipes and widen the road a few meters so that Kujtimi and the 16 others can get to the land. “We’ll go see it and we’ll do it quickly,” says the engineer.
Meanwhile, citizen Kujtim Zeneli writes that although they demolished his house, he doesn't even get a rent bonus. "These guys from the firm took me to the Municipality of Vora to get a rent bonus. So far I haven't received a single payment. I go to the Municipality of Vora and they tell me the money hasn't arrived. I don't know who to turn to, I'm now without a house, without a road to the land and without a rent bonus. Where can I go? I've applied twice and sent papers and nothing," he says.
The fix goes to the Municipality of Vora, where dozens of letters have been made between the local government and the line ministries. An agreement has been made between the residents, the ministry and the municipality to treat these people with a rent bonus for 3 years. The first year's payment was covered 100% by the state, the second year 70% by the state and 30% by the Municipality of Vora and the third year 60% by the government and 40% by the municipality. But, the citizen has not received any money, since the government has not provided funds.
According to the Municipality of Vora, the payment will be made at the end of February or at the latest the beginning of March, as the Ministry of Finance has closed the year 2024 and is now dealing with 2025. The entire payment for the first year will be made at once and then every month the citizen will receive the bonus payment. For social housing, they have to wait as the Municipality of Vora seeks funds.
