Naval Bases Investigation/Meçollari: SPAK cannot save Olta Xhaçka

Former Deputy Commander of the Naval Force Artur Meçollari, speaking about the investigation of files on naval bases in the country, said that there are reasonable suspicions that SPAK is influenced by the Prime Minister's statements regarding the issue.

However, he points out that SPAK can only extend procedural deadlines, but cannot close the case in which former minister Olta Xhaçka is suspected of being implicated.

" The investigation has been going on for 4 years. In the last 4 responses I have received, including the last one, it is said that the preliminary investigation is continuing. We are in the first phase of the investigation. 4 years have passed. In the last response, SPAK delayed my response by 2 and a half months, and says that they are conducting additional investigations.

The Saranda base has been under preventive seizure for 2 years and all evidence has been documented, and the evidence has been submitted by SPAK to the court, and the court has proven that national security, relations with NATO, and operationality have been violated.

I also asked if the investigation deadlines have been exceeded, SPAK has not responded to this question. It is clear that the procedural deadlines have passed, 4 years for an investigation, which is not as difficult as other investigations. I don't understand why SPAK is keeping the case in preliminary investigation?!

When the security measure was taken for the Saranda base, the court accepted that in relation to the two contracts, in one case the Presidential decree on the deployment and expansion plan of the Armed Forces was violated, for the contract with Marina Bay Saranda. For Marina Limio, the law on concessions was violated.

The evidence is that we are dealing with violations, but the fact that SPAK is delaying suggests that something is wrong. Of all the investigations that SPAK has conducted, only this one has the prime minister expressed disagreement and called the seizure of the Saranda base scandalous.

SPAK should be more responsible for a matter of public interest. Are SPAK's delays related to procedural deadlines and the Prime Minister's statements? This is a question that SPAK should answer.

The specific case raises reasonable suspicions that SPAK is influenced by the Prime Minister's statements regarding the matter. SPAK has no choice! It can only do one thing, postpone the procedural deadlines, it cannot close the case. Either security measures will be taken, or the case will go directly to court.

The evidence in the file is complete. SPAK has nothing to do with the evidence, and it cannot close the case. I suspect that even if SPAK makes a request for security measures in Parliament, I do not believe that Parliament, with such great power, will approve it. But it is not the security measure that exhausts it. In the end, the court will resolve the case. 

We have several criminal offenses of abuse of office, corruption, falsification of documentation. SPAK is on trial, whether it has political influence or not. The entire government is involved in the history of maritime properties, but SPAK should not be involved in this history. It should maintain a clear position, whether it is influenced by politics or not , "he said on "MCN".
