Former senior State Police official, Arben Hajdarmataj, has called the crime of passion in Shkodra planned by the 34-year-old perpetrator, Kolë Mani.
Hajdarmataj said that the former police officer went to meet his cohabitant, taking the gun with him.
" I think it was an aggravated conflict that had no solution.
The idea of committing a crime was ripe, especially since the former police officer went to his partner with a gun.
At the moment they clashed, he hit her and, in conditions of severe psychological shock, he then killed himself.
From the police's perspective, these events are difficult to prevent. Furthermore, it is not known how a former police officer obtained the weapon.
"We don't have control over the mentality, it's part of society, but I think the police have a duty to get information when they become aware of it and for someone who has a protection order, if the conflict has developed previously and the community is aware of it, the police officer has a duty to get information ," he said on "Open".
