The Special Court against Corruption and Organized Crime has taken into consideration the complaint made by 6 of the 14 persons against whom it assigned security measures on December 11, regarding the investigations into the Tirana incinerator.

Investigations on the Tirana incinerator
SPAK investigated the concession contract of August 31, 2017 concluded between the Ministry of Environment, which at that time was headed by Lefter Koka, and the company "Integrated Energy BV SPV", in which the company "Integrated Technology Services" is also a shareholder. owned by Klodian Zoto, but according to SPAK, the same persons Zoto and Mërtiri stand behind the concessionaire.
SPAK has discovered that Klodian Zoto and Mirel Mërtiri used other persons and companies to hide their traces as the real owners. Zoto and Mërtiri benefited through falsified tax invoices, 409 million ALL, says SPAK, and accuses the 7 members of the Concession awarding commission of having favored them, together with Lefter Koka and Alqi Bllakon, who are in the cell for the Fier Incinerators and of Elbasan.
According to the Special Prosecutor's Office, 7 members of the concession awarding commission Valbona Ballgjini, Pëllumb Abeshi, Erjon Murataj, Sidita Temali, Etleva Kondi, Taulant Tusha, Namik Simixhiu, have proposed giving a bonus of 8% of the total points of the competition to the company of Zoto of Mërtiri "without drawing up a summary report and without clarifying the costs of the project yet".
Further says SPAK, Lefter Koka as Minister of the Environment, Alqi Blako as Secretary General in the Ministry, legal director Alba Thoma and responsible for procurements in the Ministry Bledar Karolin "prepared and then sent the draft decision to the Council of Ministers".
The Society of Zoto and Mërtir, says SPAK has been aware of the competitive circumstances since before the concession granting procedure was announced. SPAK says that the same officials, from Minister Koka to the 7 members of the concession commission, provided the company with the necessary documentation that it had to submit to the Ministry of Environment before and during the concession procedure, "in order to declare this company the winner".
SPAK says that the standard concession documents were not drawn up by the members of the commission, but by the employees of Klodian Zoto's company, which were then thrown into the public procurement system as if they had drawn them up themselves. SPAK accuses the members of the concession granting commission of having calculated the costs from the feasibility study of the company "Integrated Energy BV", without performing any verification regarding their authenticity.
