SPAK was established following the example of USKOK in Zagreb. But do you know what balance this prosecution had in its golden period?
The Special Prosecutor's Office seems to have fallen into silence when it comes to sensational strikes in the ranks of politics. Last year there were several arrests and investigations that caused a stir, but this year SPAK has not fired at all. The only movement was the one in the Municipality of Tirana, but again we are at the level of directors.
The last hit by SPAK took place on October 21, 2023. On this date, Jamarbër Malltezi was arrested, while Berisha was informed of the security measure "mandatory appearance". Since then there has been no movement.
The arrest of Ilir Beqaj was expected, but SPAK amnestied him, leaving him under obligation to appear. Also, in the last few weeks, it was expected that Ilir Meta would be arrested, but again the prosecution withdrew. So it's been 6 months since October and nothing. Until today, the only ones who are in high-level cells are Lefter Koka and Alqi Blako, all the others are "circons", who were released by Rama because they did not come to work. He got those who were needed out of prison, like the case of Vangjush Dako.
SPAK has been established for 4 years and the number of officials who have been convicted, arrested or tried is at low levels. It is certainly much higher than before, but is it enough? During the years 2007-2014, thousands of investigations were carried out and 3,454 people were accused, and 3,098 people were brought before the court, 2,915 of whom were convicted.
So, in 7 years, nearly 3,000 people have been sentenced. SPAK is in its fourth year and there are dozens of convicts. If the prosecution does not move, it will find itself under even more pressure.
Rama-Berisha have come together to set up a commission that will put the constitutional bodies under control, and it is not known what this ominous plan will bring. There are dozens of files there and it is still unknown why it takes so long.
Ilir Meta has been under investigation for 3 years and no progress has been made. Berisha was investigated for 3 years and now the file is still kept and does not go to trial. The same with health concessions. Also the same with Olta Xhaçka, IPARD funds, etc. SPAK really does not have much capacity, but if we want the Croatian example, the prosecutors must hurry. / Pamphlet
