Lawyer Romeo Kara spoke about the changes in the Criminal Code. The Code has reduced the penalties for abuse of office. But according to the lawyer, abuse of office is linked to corruption.
Kara emphasized that in behavior we can be compared to Europe, but added that in action it is no different from Italy in the 1980s.
"The guarantee of inspiration and the creation of an education that you can abuse your duty even without doing your duty have created costs even for ordinary citizens. In terms of behavior, we are almost like Europe in the 80s. We have a very problematic Albanian citizen relationship. Even this situation with the demolition of unauthorized constructions was based on abuse of duty. So Europe has requested that it has not been precisely defined which behavior was punished. The law should define it more precisely. We are closer to the Romanian and Polish case. We have taken German legislation and are based a lot on it. And I am convinced that we still do not have lawyers and prosecutors capable of filling out the papers properly. As Albanian legislation, we have expanded the small clause. We have also removed the abuse for unjust decisions of judges," he told "Abc News".
