The agreement of October 20, 2020 to refer the sea issue with Greece to The Hague was in violation of the Constitution, as it annulled the agreements reached in the negotiations of 2018. By annulling those negotiations, it resulted that with the expected decision of The Hague, Albania lost 40 km² due to the collapse of the straight baseline, already recognized by Greece in 2018.
Today's relations with Greece are a consequence of the political agreement of October 20, 2020. Arrogance and ignorance lead to error. Even when the error is repaired, there are always side effects.
The agreement of October 20, 2020 to refer the sea issue with Greece to The Hague was in violation of the Constitution, as it annulled the agreements reached in the negotiations of 2018. By annulling those negotiations, it resulted that with the expected decision of The Hague, Albania lost 40 km² due to the collapse of the straight baseline, already recognized by Greece in 2018. It also harmed national interests, since in 2018 Greece recognized the Florence Protocol of January 27, 1925 on land borders with Albania, a protocol that Greece has signed but not ratified.
The political agreement of October 20, 2020 was realized in the spirit when KM Rama had an offer to be a kind of catalyst in maritime relations between Greece and Turkey. The offer faded quickly, but the political agreement of October 20, 2020 remained. The political agreement of October 20, 2020 between Rama and Dendia had two elements:
The political parties agreed to refer the sea issue to The Hague. Despite the disputes and lack of consultation, this is a political issue;

MEPJ has regularly requested the modification of the political agreement of October 20, 2020, as well as KM Rama. They had realized the trap they had fallen into due to ignorance, arrogance and lack of consultation. But the Greek side has insisted in these three years on the implementation of the political agreement of May 20, 2020. Greece was able to reach a political agreement in its interest on October 20, 2020. At the beginning of May 2023, the President stated that he had received a request from the MEPJ for the authorization of negotiations, which was very serious according to him, but he has not yet signed it. Was this statement a bluff before Bayler's arrest?
Consequences of the agreement of October 20, 2020:
1) MEPJ paid 3 million euros to the Blair family company OMNIA Strategy to learn what we knew;
2) We entered into a very delicate relationship with Greece, dragging out the process and losing credibility;
3) Today's relations with Greece are at the worst possible level;
4) There will apparently be consequences on the path of Albania's integration into the EU.
