How is it possible that a leader dismissed after a critical report from the Supreme State Audit Office is reinstated within a few months to another public institution?
For years, Saranda has been one of the cities where the phenomenon of illegal construction has reached worrying proportions, while a large part of the responsibility falls on the institutions that have the legal obligation to control the territory. At the center of this story is the former director of the Inspectorate of Territorial Protection (IMT) in Saranda, Nasip Hoxha.
For a long period of time, Hoxha led this key institution for the implementation of the law in the territory, an institution that should stop illegal construction and crack down on any violation of urban planning law. But during his leadership, cases of unauthorized construction increased significantly in the city, while sources from the local administration and people involved in the processes of territorial control have raised strong doubts about the way the IMT structure functioned, as in many cases it was involved in corruption.
According to data and information collected during the investigation of this case, in some areas of the city, unauthorized construction has been tolerated, while in other cases, legal procedures against violators have been dragged out or inexplicably halted, and in each case, Nasip Hoxha has been involved in corrupt practices.
Doubts about the functioning of this directorate were also confirmed by the control exercised by the Supreme State Audit Office (SSA). After auditing the institution's activity, the SSA found a series of violations and serious problems in the functioning of IMT Saranda, and in many cases found corruption at the top of this institution.
In its report, the country's highest audit institution recommended immediate administrative measures, including the dismissal of the institution's leaders and all staff and inspectors who exercised control functions in the field.
Following this report, the Municipality of Saranda decided to dismiss the director of the IMT, Nasip Hoxha, along with a number of inspectors of this directorate. In the local administration, they were considered his closest people in the structure of the institution.
At that moment, the removal from office was interpreted as a necessary measure to stop a problematic practice in the functioning of the institution and to restore trust in the mechanisms of territorial control.
But the story didn't end there.
Just a few months after being dismissed from the management of the IMT, Nasip Hoxha has returned to a management position in the local administration and has been appointed by the mayor of Saranda, Oltion Caci. This time, not in the territorial control institution, but in a directorate near the Saranda water supply.
This quick return to another public position has opened a strong debate in the city and raised serious questions about how leaders are recycled in local public administration and how corrupt patrons are rewarded by the party.
How is it possible that a leader dismissed after a critical report by the Supreme State Audit Office returns within a few months to another public institution? This is the question that many citizens and civil society representatives in Saranda are asking today.
For critics, this case is a typical example of a well-known phenomenon in the Albanian administration, the recycling of dismissed officials from one institution to another public structure, without a real analysis of responsibility for the problems identified during the exercise of their duties.
According to data collected during this investigation, several reports and investigative materials have been filed against the former director of IMT Saranda, Nasip Hoxha, over the years with the Saranda Prosecutor's Office, related to his activities during the time he was leading this institution. However, despite these reports, to date there have been no concrete investigative developments or transparency on the fate of these cases, which has raised serious doubts and questions in public opinion about the way these cases have been handled by the prosecution body in the city./ In-Front.org
