The decision, reported by Fox News, is linked to a November memo in which Trump ordered a global ban on visas under the "public charge" rule. This means that consular officials were instructed to deny visas to applicants who were deemed likely to rely on public benefits from the US government. Taking into account a wide range of factors, including health, age, English proficiency, finances and even the potential need for long-term medical care.

So to simplify it, if someone who has lived mainly on welfare in Albania, the consulate refuses the visa because they think they will do the same thing there and are a burden to the American state. Also, the elderly are seen more as a burden than as a labor force. The same goes for sick individuals, because the American state thinks they will benefit from using the health system. Those who do not know the language are also seen as a burden, because it will take some time to become skilled for work.

A few days ago, Donald Trump published on the social network Truth Social several tables titled "Immigrant Welfare Recipient Rates by Country of Origin", which showed the percentage of immigrant families receiving social assistance in the US.

Almost the same countries are also on the list of countries whose visas are blocked. Albania is also there, as 41.3 percent of Albanian immigrant families in the US benefit from social assistance. So with the new decision that begins to be implemented on January 21, there are no more immigration visas, family reunification or green cards, adoptions, as well as the American lottery for Albanians.
