A move that has raised many questions occurred this week in Albania. It was expected that on September 6, the command ship of the US 6th Fleet, the USS Mount Whitney, would arrive in Durres and anchor in Porto Romano, but the visit was unexpectedly canceled.

Not only that, but a concert planned by the American Embassy in Durrës was canceled shortly before it was to take place, without any official reason.

Meanwhile, what is striking is the absence of Prime Minister Edi Rama on the protocol waiting list that had been prepared. President Bajram Begaj, Defense Minister Pirro Vengu, the Chief of Staff of the Armed Forces and representatives of the American Embassy in Tirana were to board. Rama, who usually takes advantage of any opportunity with the American flag for photos and propaganda, was not on stage this time. They were left out.

The comparison with Montenegro is striking. On September 2, the “Mount Whitney” arrived in the port of Bari with a clear agenda; official reception, social activities, concerts, even a basketball game with the community. The US ambassador in Podgorica, the chief of the army and the commander of the Montenegrin navy were at the side of Captain Colin Price. In the official statement, the US emphasized the strong partnership with Montenegro and the commitment to regional security.

If we compare this with the silence and cancellations in Albania, including Rama's protocol exclusion, serious doubts arise as to whether we are dealing with a diplomatic signal. Is this a form of cooling off towards the Albanian government? Or a discreet American way to differentiate Albanian institutions, such as the Presidency and the Armed Forces, from the current government shrouded in scandals and affairs?

The fact that the American ship did not land in Albania, but made a grand visit to Montenegro, cannot be seen as a mere technical change. In the language of military diplomacy, absence speaks as much as presence. And in this case, the US seems to have said its word without words. /Pamphlet
