
The demolition (trench) of a 9-story building on "Andrea Mema" street in Durrës also damaged 3 other houses nearby.
The building was demolished by controlled explosion, after it was badly damaged by the 2019 earthquake. Along with it, the surrounding apartments were also severely damaged, and the residents have not lived in their homes for 4 years. They no longer benefit from the rental bonus or the fund for repairing the damage caused by the state's demolition of the 9-story building.
The residents of these houses complained to Fiks Fare after having been holding papers in their hands for so many years that give them rights, but no other solution.
Luljeta Cani, one of the complainants, had her house just 5 meters away from the building that collapsed on command. She says that at that time, two TNT explosions were made to demolish the building. The first to demolish the elevator cage and the second explosion to demolish the entire building. As a result, her house was badly damaged, almost completely destroyed. The houses of 3 other families suffered the same fate.
Initially, the Municipality of Durrës offered a rental bonus to the affected residents, but after a year this economic assistance was stopped without any clear explanation. The lady says that for two years she has knocked on every door, seeking answers and solutions, but has only been faced with silence and empty promises.
After ascertaining the damages caused, the Durrës Municipality Commission issued a compensation amount of about 7.3 million lek for Mrs. Luljeta and 6 million lek for another family. According to Luljeta, with this amount she cannot even fix the roof of the house, let alone restore it to its previous condition. "With this amount, I can't even buy the tiles," she says to Fiksin. While other families who have been in the same situation for a long time have been living in rent that they pay themselves. Meanwhile, the 9-story building that was demolished has been rebuilt and the families now live in their new homes, while these residents have been left on the streets.
Even then, Prime Minister Rama himself went to Durrës after the collapse of the building, where he met these residents and reassured them that the state would pay their rent and build their houses. To this day, nothing has been done.
Every institution gives them the right with documents, but nothing concrete has been done for them. The municipality has even classified the damage to the apartments from the demolition of the 9-story building with no. 30 on January 6, 2021, as a disaster caused by human activity. The damage assessment commission at the Municipality of Durrës conducted an inspection at the apartment of Mrs. Luljeta Cani and found that the level of damage in this apartment is DS2 and the damage to her house amounted to 879 thousand new lek including VAT.
But in a second assessment, this amount was reduced to 629 thousand new lek.
Even though they have 2 appraisal reports from municipal experts, this family has not received any funds to repair the damage to their home, and their rent bonus has even been cut off.
On April 1 of this year, the Municipality of Durres told them that "there are currently no funds for rent bonuses", while the value of the compensation has been placed on a "waiting list", as the Municipality of Durres is "in the city reconstruction phase".
Fiks Fare inquired about the problem of these residents in the Municipality of Durrës. In its response, the municipality says that the two families Cani and Golgota have been treated with rent bosus for a period of 27 months.
In 2021, the Durrës Municipal Council decided to provide financial assistance to families affected by the forced demolition of buildings in Administrative Unit No. 3, damaged by the earthquake of November 26, 2019.
This financial assistance, according to the municipality, was requested from the former Ministry of Reconstruction, but the latter responded in 2022 that these damages should be covered by the municipality's financial revenues.
At the end of its response, the Municipality of Durrës promises that all citizens damaged by forced demolitions will be compensated within 2025.
