The Special Prosecution Office Against Corruption and Organized Crime (SPAK) has requested the GJKKO to sentence former socialist MP Jurgis Çyrbja to 3 years in prison.
The former socialist lawmaker is accused of revealing state secrets on several occasions, supporting the perpetrator on several occasions, and corruption in the 2021 elections.
Meanwhile, for Altin Hajri, accused of electoral corruption and supporting the perpetrator of the crime, 3 years in prison were also requested, and the summary trial reduced it to 2 years.
Meanwhile, SPAK for Ahmet Masha, who is accused of revealing state secrets and supporting the perpetrator of the crime, requested a sentence of 2 years and 6 months behind bars, but if convicted, he will benefit from a shortened trial and his sentence will be reduced to 1 year and 8 months in prison.
Çyrba will be sentenced through a summary trial formula and if SPAK's request is accepted, Çyrba will serve 2 years in prison.
From the investigations of the Special Prosecution Office, it has been proven that Jurgis Çyrbja, Ahmet Masha and Altin Hajri, as well as other associates, have coordinated various criminal activities through communications on the encrypted platform "SkyEcc".
Defendant Altin Hajri is also suspected of having been a user of another encrypted platform, "Matrix".
Accusations against the former MP
From the analysis of the communications of the encrypted platforms "SkyECC" and "Matrix", it has resulted that Jurgis Çyrbja, during the period under investigation, was elected as a deputy of the Assembly of the Republic of Albania (in the 2017-2021 legislature), but was also elected as a deputy in the 2021-2025 legislature, until the moment of submitting his resignation (October 9, 2024).
During the period under investigation, he had a close friendly relationship with the defendant, Altin Hajri, (a person internationally wanted for committing very serious criminal offenses).
Jurgis Çyrbja, also due to his function as a member of parliament, offered and promised the defendant, Altin Hajri, that he would exert influence on law enforcement agencies (police and prosecutor), in exchange for electoral support, consuming the elements of the criminal offense of "Active corruption in elections", according to SPAK.
On the other hand, Altin Hajri, by accepting the favors offered by the defendant Jurgis Çyrbja, but in exchange for voting in his favor, as well as the commitment to secure his votes, has consumed elements of the criminal offense of "Passive corruption in elections".

SPAK concludes the investigation on July 15, 2025 and sends former socialist MP Jurgis Çyrbja, Ahmet Masha, and Altin Hajri to trial. The three defendants are accused of leaking secret information and electoral corruption.
The Special Prosecution Office against Corruption and Organized Crime has completed the investigations and sent to the Special Court of First Instance the request for the trial of criminal proceedings No. 93/1 of 2024, against the defendants:
1. Jurgis Çyrbja accused of consuming elements of criminal offenses:
i. "Revelation of state secrets by citizens", committed more than once (in episodes on the dates; 2.12.2020, 29.12.2020, 25.2.2021, 6.3.2021, 6.3.2021, 6.3.2021 and 7.3.2021), provided for by Article 295/1 of the Criminal Code.
ii. "Supporting the perpetrator of the crime", committed more than once (in the episodes of the dates; 2.12.2020, 29.12.2020, 25.2.2021 and 7.3.2021), provided for by Article 302/1/2 of the Criminal Code.
iii. "Revelation of state secrets by citizens", committed in collaboration (in the episode dated 6.3.2021), provided for by articles 295/1 and 25 of the Criminal Code.
iv. "Supporting the perpetrator of the crime", committed in collaboration (in the episode dated 6.3.2021) provided for by articles 302/1 and 25 of the Criminal Code.
v. “Active corruption in elections”, provided for by Article 328 of the Criminal Code (in the period between 5.3.2021-8.3.2021).
2. Ahmet Masha, accused of consuming elements of criminal offenses:
i. "Revelation of state secrets by citizens", committed in collaboration (in the episode dated 6.3.2021), provided for by articles 295/1 and 25 of the Criminal Code.
ii. "Supporting the perpetrator of the crime", committed in collaboration (in the episode dated 6.3.2021), provided for by articles 302/1 and 25 of the Criminal Code.
3. Altin Hajri, accused of committing the following criminal offenses:
i. “Passive corruption in elections”, provided for by Article 328/bi of the Criminal Code (in the period between 1.12.2020 – 8.3.2021)
ii. "Revelation of state secrets by citizens", provided for by Article 295/1 of the Criminal Code (in the episode dated 1.5.2020).
