Over 30% of IKMT inspectors are without the relevant education, turning this institution into a recruitment barn for the patronage of the ruling party. This is the finding evidenced in the KLSH report, which emphasizes that the persons in question have been appointed to key positions. The report further highlights that in many cases no action is taken, especially in coastal areas where illegal constructions flourish, but even where they are denounced by other institutions, IKMT does not intervene.
More than 30 percent of construction inspectors lack proper education or basic training, according to an audit report by the Supreme State Control for the National Inspectorate of Territorial Protection, an institution considered by the Democratic Party and civil society as an employment barn for Socialist Party patrons.
During the period 2022-2024, chief inspectors appointed employees without the proper qualifications, as well as transferred staff from other positions in the inspectorates without the necessary education, in violation of the law.
In numerous administrative practices, the SAI has documented the appointment to key positions of individuals with training in veterinary medicine, wood processing, geography teachers, agrarian policy, etc., with no connection to construction issues.
Problematic employment is one of the serious violations identified in the functioning of the National Inspectorate for Territorial Protection.
The auditors of the Albanian Supreme Audit Institution (ALSH) have found what they consider to be negligence in the identification and demolition of unauthorized constructions, especially in coastal areas.
The audit found that IKMT has not committed to carrying out the necessary inspections to guarantee the protection of the territory from illegal constructions in areas or objects of national importance, following alerts received from other public institutions, such as the National Institute of Cultural Heritage, the National Coastal Agency / Regional Coastal Agencies, the administration of protected areas, etc.
The report states that, for a number of buildings found to be illegally constructed and for which demolition decisions have been issued, their execution continues to be lacking from the Directorate of Decision Implementation and the Regional Directorates of the IKMT, despite the fact that the relevant administrative acts are in force.
This failure to fulfill legal obligations has contributed to the growth of informal constructions, which then undergo a legalization process, being included in schemes to benefit from publicly owned construction plots, often in areas with high potential for tourism development./Syri
