The former President of the Order of Psychologists, Valbona Treska, dismissed by the General Assembly of the UP held out of turn, continues to forcibly hold the office and usurp the chair in violation of an official act of legitimate dismissal and behaves as if nothing has happened .
But what should happen after this dismissal?
The statute of the order obliges the National Council of the UP to meet within 10 days and determine the end of the President's mandate, to appoint the oldest member to the office of the President, who has the duty to organize the elections for the new President within a month. .
But the National Council did not act and served as a crutch for the President to continue holding office illegally. The National Council has given a strong hand to the President in carrying out his duties.
According to the law, for the Order of Psychologists, the National Council has 17 members. It is not known what is the current de facto number of members in this Council. Some sources say that some members have resigned, but this fact is not made public and is kept secret.
The National Council also has in its composition 4 representatives of the ministries, which are justice, education, defense, health and social protection. The representatives of the 3 ministries have recently been identified as who they are, but it is not yet known who the representative of the Ministry of Education is.
How can this happen? Because the role of the representatives of the Ministries in the National Council of the Order has been totally inactive.
Their attendance at the meeting was almost zero. However, they may have been paid just as if they had attended these meetings.
But why has the law provided that the ministries have their representatives in this Order?
The answer is simple; for reasons of control over UP. Because UP is an independent entity, its control becomes difficult. Therefore, the law has provided control mechanisms for UP, which are the ministries.
When UP was created for the first time in 2017, it was the Ministry of Social Welfare that guaranteed the creation and operation of this entity.
Currently, the role of the Ministries in the UP has completely disappeared, renouncing the obligation that their representatives have to hold the President accountable for the progress of the Order.
In this way, the representatives of the ministries have misused their duties. And despite the fact that the concerns of the psychologists have been made public in the media and the ministries have been informed with letters and e-mails about the problems in UP, their reaction has been zero.
As it seems, the state itself does not care that the profession of psychologist functions normally in the Republic of Albania.
