
One of those arrested from the Durrës cadastre for "abuse of duty" is Ardit Kërtusha, who after uncovering the scheme of how the alienation of properties worked, it turns out that he was the one who directed all the movements.
The 35-year-old, arrested yesterday, according to the file, intervened in two cases for the benefit of the land with false documents.
Specifically, the land with an area of 75,000 square meters, which turned out to be owned by Lirim Xhameta, was in fact not his, as he himself, after questioning, stated that he never knew he was the beneficiary of this area near the University of Durrës .
In order to carry out this maneuver, a power of attorney was signed between the Xhameta family and Gjovalin Ndoci at the notary, through which Ndoci is actually authorized to continue with the sale of the 75,000 square meter property, but in fact the Xhamets had no such idea. The family gave signatures in exchange for 200,000 lek, which were given to them by "Diti", whose name Lirimi does not know, but he asked them to sign the document at the notary. After that, Gjovalin Ndoci sold the property to different entities in 4 parts with a total value of 17 million ALL within just 20 days.
The deed of taking ownership of the land in the name of Xhameta dates back to June 1999 and it is suspected that it is completely falsified since Lirim Xhameta himself has no knowledge that he has benefited from the land as a former owner and even more so on such a large area. The registration of this land was arbitrarily entered in the archive of the Durrës Cadastre in 2019, in the reference number of 2010. The verification shows that the added pages do not have a chronological line with the predecessors and successors and 2 respondents, Shpresa Kaloshi, supplementing inventory and chief registrar Bedri Luku deny having signed these pages. Also, the revaluations of properties with a total value of 270 million ALL have been falsified. In order to register the four properties in the name of Lirim Xhameta, Gjovalin Ndoci first submitted to the notary and then to ASHK ownership certificates and forged index maps as if they were from 2010 and property cards in the name of Lirim Xhameta, but without a registration date . These were done by the lawyer Mikel Zako and the cartographer Malvino Turku, charged by the responsibility of the area Albana Gjoni, and all the actions in the ASHK were done in one or two days. All the first actions in May 2019 were made by the former lawyer at ASHK Durrës, Aida Kila.
The same scheme was used for the benefit of another 76 thousand square meters of land, this time registered in the name of a person who died in 2003, Dilaver Taulla. For this, Krenar Karati contacted Taulla's son, Dashnor Taulla, to whom he told him that he knew a person who could arrange the documents to get land, Ardit Kërtusha! The whole family has signed at the notary, without knowing exactly what they will benefit from. Months later, Dashnori demanded an account of what was happening, and argued with Ardit Kërtusha, but Krenari assured him that everything is fine. After the start of the investigation, Dashnor Taulla was questioned at the prosecutor's office and after that he met Arditi and Krenar, but Arditi told him that he had the agreement with Krenar and not Dashnor.
At the prosecutor's office, Kërtusha has denied knowing the Taulla family. The investigators seized from the notary the document where the Taulla family had signed that it was the owner of 76,000 square meters of land, and in connection with it they give full evidence of its alienation to Oliver Xhamuça. The deeds in the Durrës Cadastre are completely falsified since Dilaver Taulla died in 2003 and according to the family members they had no knowledge that in 2010 he was entitled to land in Spitalle as a former owner. Even in this case, the added pages do not have a chronological line, and also the chief registrar denies having signed and even less issued the certificates for these properties. Likewise, the revaluations of these assets are falsified and reach the value of 273 million and 600 thousand ALL. For all these maneuvers, Oliver Xhamuça told the investigators that he did not know any of the members of the Taulla family, but had signed several documents at the notary after he had asked Ardi Kërtusha, who would benefit from land and had promised him money. According to him, he did everything in honor of the "Day" and then he had no idea what was done.
In relation to this criminal activity, the Durrës Prosecutor's Office issued 16 security measures for former officials and owners. Lirim Xhameta received 200,000 lek benefits and his family members were aware. After becoming the owner, Gjovalin Ndoci sells everything in just 20 days. Dashnor Taulla benefited from money, while his family members were aware that their father had no land and they deliberately helped Dashnor, Krenar Karati and Ardit Kërtusha to benefit. Oliver Xhamuça, although careless in reading the documents he signed, still knowingly helped Kërtusha in the criminal activity in exchange for money. Employees of the Durrës Cadastre, vice. director Leonard Kadrimi and lawyers Aida Kila and Mikel Zahi, by actions and omissions, created facilities for the alienation of assets with an area of 151 thousand square meters.
According to the same scheme, other areas of land in Durrës were benefited from different persons that the prosecution has under investigation. In total, there are 448 thousand square meters of state land that have been transferred to private individuals with false documents.
