The name of Lendi Palaj, the 26-year-old who is quietly managing the illegal betting network in Tirana, may not be known to the general public, but for authorities and criminal circles it is already an identity directly linked to large financial operations in the underworld.
Confidential sources for "Pamfleti" report that Palaj began his dark journey as a modest manager in the service of the Doshi-Babasi bosses. He was initially responsible for managing bets in several small points and simple users, but in a short period of time, his success in circulating large sums of money attracted the attention of the bosses.
Lendi Palaj proved his skills by creating a steady stream of income, thus earning the complete trust of Doshi-Babas. Fate seemed to have smiled on him and within a few months, he took control of several key betting points in the capital. However, the irony lay precisely in the fact that this "success" held him hostage to the bosses, who had no intention of letting him slip away from their control so easily.
Although Palaj tried several times to break away from Doshi and Babasi to build his own path, his attempt failed as his bosses did not want to lose such an effective manager. In these conditions, he decided to create another betting line called "CR7", which would be more controlled by himself, unlike the "333" line, which was closely linked to Doshi-Babasi.
Intelligence sources report that every month, Palaj moves black bags of money to his bosses as part of a silent agreement. To keep this system running, he has created a clear operational structure by contracting "neighborhood strongmen" to collect players' debts. These people are rewarded with 20-30% of the amounts they manage to collect.
To hide his tracks, Palaj uses illegal online betting platforms, centralized VPNs, and payments in cash or cryptocurrency, avoiding any scrutiny from authorities.
While the authorities remain silent, this criminal activity indirectly finances vote buying for Tom Doshi’s Social Democratic Party. The funds collected from the illegal betting network are systematically used to buy votes in areas such as Tirana, Durrës, Shkodër, Kukës and Dibër. The vote buying scheme is carried out by local PSD coordinators, who use the funds provided by the Doshi-Babasi group to pay citizens on the eve of the elections. The price for a vote ranges from 100 to 200 euros, depending on the electoral zone.
"Pamphlet" continues its investigation into this structured criminal network and demands the immediate intervention of SPAK and BKH to stop this phenomenon, which in addition to illegal enrichment, is also seriously undermining the elections.
