
The Democratic Party has openly violated the Electoral Code by not declaring the 6 million USD lobbying in the USA, financed by private donors abroad. The Democratic Party's $6 million lobbying contract in the US is a clean affair that directly implicates the party's top brass and Sali Berisha, revealing a series of serious legal violations and a total lack of transparency.
In addition to keeping it hidden until the moment of publication by the media, this contract was not financed by party funds but by a private donation abroad, openly violating the Electoral Code and the rules on financing political parties.
In particular, some of the main violations are:
1. Illegal donation from a foreign citizen: The Electoral Code (articles 92/1 and 92/2) prohibits financing from private persons who do not have Albanian citizenship, while the contract was signed with American citizen Nuredin Seci, a former Albanian citizen residing in the USA.
2. Amount many times over the legal limit: Albanian law limits any private donation to a maximum amount of 1 million new lek (about 10 thousand USD), while in this specific case the DP has received a full 6 million USD from a single person, exceeding the legal limit several times.
3. Failure to declare and conceal the transaction: Sali Berisha and the financial and legal offices of the DP did not declare the donation to the CEC, did not publish any financial details, by not completing the official donation forms, as the law clearly requires.
4. Suspicious payment of 750 thousand USD in cash: On the day of signing the contract, the DP paid 750 thousand USD in advance, without declaring the method of payment or the origin of these funds, raising serious doubts about the source of this money.
These serious facts have put SPAK in motion, which has already launched an investigation into this affair that may hide money laundering or suspicious financing from interest groups in the USA. However, the CEC led by Ilirjan Celibashi continues to remain silent, ignoring legal obligations to immediately investigate suspicious financing on the eve of elections.
The DP tried to justify this affair by declaring that this staggering amount was a "patriotic contribution" from the Albanian diaspora in the US against the Edi Rama regime. But in reality, the whole scheme looks like a personal attempt by Berisha to clean up his image and remove the "Non grata" stamp from the United States.
The Albanian public wants to know a clear answer: where did these millions of dollars come from and why did the DP hide them?
