At the height of the election campaign, the director of "Albcontrol", Maksim Et'hemaj, has concocted a scandalous tender for office cleaning, worth almost 1 million euros. The dubious tender was announced in a hurry, raising suspicions that the artificially inflated money will be used to cover the government's staggering expenses in the election campaign. SPAK must wake up and stop this flagrant affair.
The director of "Albcontrol", Maksim Et'hemaj, started this week with a new financial scandal, by organizing an absurd tender for office cleaning, the value of which is almost 1 million euros.
On April 25, 2025, Et'hemaj signed a tender worth 970 thousand euros (including VAT) for the "cleaning service of Albcontrol premises", publishing it on the morning of April 28 in the Public Procurement Bulletin. The contract term is three years, which means about 323 thousand euros per year, or about 27 thousand euros every month.
This tender raises strong suspicions of corruption and abuse of public funds, because in reality, Albcontrol's offices are currently cleaned by 5 cleaners employed with a monthly salary of 52 thousand lek, who also take care of the external environment.
Meanwhile, the senior managers of this institution are paid monthly salaries ranging from 2,500 to 6,000 euros, not counting periodic bonuses. However, it seems that the thirst for money never quenches, and these officials seek to "dip their fingers" even in an absurd tender like this cleaning tender.

The tender will take place on May 28, 2025, right at the height of the post-election period, raising strong suspicions that the artificially inflated funds of this tender will go to compensate for the excessive expenses of the electoral campaign.
To justify the staggering amount, the tender has also artificially added the service of "disinfection and destruction of papers", services that are completely fictitious and without significant cost. In fact, office papers are shredded with shredders and thrown into the bins, while routine disinfection cannot cost hundreds of thousands of euros.
SPAK must urgently investigate this affair, because director Maksim Et'hemaj seems to have "lost his mind" from greed and is more greedy than his predecessors in corruption. This tender is an open mockery of citizens and a pure theft of public money, which must be stopped immediately./ Pamphlet
