The permit that the government granted to Klar sh.pk for the construction of the 65-story tower on Bulevardi e Ri does not represent a normal urban planning process, because at its center stands Shkëlqim Beshiri, a person who has benefited for years from the interventions of Sali and Shkëlzen Berisha in the most conflicting property issues on the coast, while the same individual today passes without any obstacles through Edi Rama's structures in one of the capital's largest projects, creating a clear alignment of interests that does not appear in political rhetoric, but is clearly evident in the way the state paves the way for him.
The cases of Ksamil, Cuka Channel, Orikumi and Lalzi Bay show that Beshiri was introduced into properties and permits only when Berisha's government moved the administration according to family interests, and the fact that today the same figure is silently approved by the Rama government in an area where no other entity associated with Berisha would pass without conflict, shows that the tower is not a private investment, but an instrument of an agreement that keeps both parties protected, because each has strong reasons to keep out of sight what happens within this project.
The KKT passes the permit without debate, the ministries do not signal any concerns, the Municipality of Tirana does not raise any technical issues and the administration does not create any obstacles, which never happens with entities that do not have political support, and this uniform behavior of the institutions creates the clearest proof that Beshir's project does not proceed on the company's capacity, but on a tacit agreement between Rama and Berisha, which allows the circulation of capital that does not require transparency and that uses multi-story construction as a means to move money and close old political obligations.
This tower, which in documents is presented as a private project, in practice functions as a meeting point between two poles that publicly appear as opponents, but that cooperate in every case where property, permission and money create a common interest, and the fact that a person so closely connected to the Berisha family receives full access to the urban territory controlled by Edi Rama confirms that the bargain does not take place in the parliament hall, but in the permits that pass silently. /Pamphlet
