Megjithëse si instruktorë ka regjistruar veten e kunatën, të dy nuk kanë dëshmi profesionale si mësues teorie (inxhinier), ndërsa realisht përdor shoferë jashtë autoshkollës e pa certifkata.
Madje, drejtor Blendi Gonxhja, i pranon autoshkollës “Miri-91”, shkresa zyrtare të firmosura nga Saimir Musta, djali i pronarit, i cili nuk është pjesë e stafit të autoshkollës, por Përgjegjës i Sektorit të Përzgjedhjes e Miratimit të Projekteve në Agjencinë e Zhvillimit Bujqësor Rural.
Ashtu si deri më 2018, edhe prej muajit janar 2018 e në vazhdim, Qemal Musta me autoshkollën “Miri-91” dhe me mirësinë e Blendi Gonxhes, ka hapësirë të lirë e të plotë, për të futur në testim persona që nuk kanë bërë asnjë orë kurs praktik e teorik, dhe i pajisë me leje drejtimi duke i paraqitur fiktivisht te komisioni shtetëror i drejtorisë së Gonxhes.
Për këto falsifikime me lejet drejtimit, për mashtrim e vjedhje vlerash financiare dhe ryshfete në bashkëveprim me shefat e patentave, Qemal Musta i autoshkollës “Miri-91” është dënuar me 2 vite e 6 muaj burg dhe 9 milionë lekë.
Sepse kishte 113 denoncime, ndërsa dy shtetas bënë kallëzime; konkretisht Ardjan Miceli, i cili pagoi te autoshkolla “Miri-91” pa shkuar në kurs, kaloi fiktivisht dhe testin teorik, por nuk e futën te testi praktik, mbasi krushku i Rakip Sulit i kërkoi edhe 100 mijë lekë të tjera.
Kallëzimi i dytë, u bë nga zonja Elona P…, e cila pagoi shumën e kërkuar për të marrë patentën pa shkuar në kurs dhe as në testim te komisioni i Drejtorisë së Transportit, por nuk e mori dot.
